The Boiler Plant Operator Supervisor acts as the Plant Operations Foremen within the Operations Section of Facilities Management Service.
PHYSICAL EFFORT AND WORK CONDITIONS: The position is subject to frequent standing, walking, kneeling, crawling, and climbing of ladders and scaffolds for inspections. The Boiler Plant Operator Supervisor works inside in constant high temperatures from the boilers. There is exposure to the danger of steam leaks, oil fumes, and fuel gases. Cuts, bruises, burns, and broken bones may result from accidents while working on equipment. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Uses manual and automatic controls to safely operate a high pressure steam boiler plant. Works independently without supervision. Makes decisions and changes to steam plant configuration to ensure safe, efficient and uninterrupted operation. Takes required steps to maintain steam output which could involve calling in additional operators for shift coverage or calling maintenance personnel in emergency situations. Troubleshoots and determines problems that may occur during the operations of a high pressure steam boiler plant. Checks equipment to evaluate and determines proper operation and makes adjustments and takes corrective action as required. Performs boiler water testing and treatment. Maintains daily plant operating and chemical testing logs. Uses knowledge of proper monitoring and receipt of fuel oil deliveries. Uses materials, tools and equipment in an economical and proper manner. Performs routine maintenance and repairs on equipment including minor leak repair, component replacement and boiler safety. Checks operation and lubricates when required. Communicates and relays instruction to other shift operators and ensures plant status is understood. Oversees work of in-house and contractor personnel to maintain a safe plant and ensure work is completed. Informs Chief of Operations of safety of plant operations.
