The Smithsonian Institution is the world’s largest museum, education, and research complex, consisting of 21 museums and galleries, the National Zoological Park, nine research facilities and the Smithsonian Libraries. The National Portrait Gallery (NPG) is devoted to the acquisition, research, exhibition, and care of the portraits of individuals who have made significant contributions to U.S. history and culture.
Basic Qualifications: GS-14 Experience: You must have one year of specialized experience equivalent to the GS-13 level in the Federal Service or similar. For this position, specialized experience is defined as financial planning and budget management, serving as a principal liaison for contracting and procurement, and overseeing human resources management. GS-15 Experience: You must have one year of specialized experience equivalent to the GS-14 level in the Federal Service or similar. For this position, specialized experience is defined as financial planning and budget management; overseeing contracting and procurement; overseeing the security of museum collections, staff, and visitors; and overseeing human resource management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.
The Associate Director for Administration will be responsible for the museum areas financial planning and budget management, office administration, human resource management, and security of the collection, staff, museum visitors. In this position, you will: Oversee the planning and use of all finances, Federal and trust, for NPG. Leads staff in the preparation of a cash-based expense and revenue budget of around $10 to $12 million directly and $23 million indirectly. Prepare quarterly financial reports for the Director and Commission, supporting these with analysis and graphical exhibits. Leads the design, implementation, and use of controls to ensure NPG’s compliance to Federal and Smithsonian financial policies. Develop the NPG's budget request and narrative to secure Federal allocations. Serves as principal liaison between NPG and the leadership of central Smithsonian facilities services, including security, building maintenance, construction, and occupational safety. Serve as main point of contact (POC) with the Smithsonian Office of Protective Services (OPS) to keep secure the NPG art collection, personnel and visiting members of the public. Oversee human resources management for the entire museum, including position management, recruitment and staffing, performance management, and training. Oversee NPG procurement and contracting processes.
