Job Description:

This vacancy is for a GS-2210-11, IT Specialist (SYSANALYSIS/SYSADMIN) located in the Department of Homeland Security, U.S. Coast Guard, D11 C5I and SECURITY DIVISION -DT, in Alameda, CA.
Basic Requirements: This qualification standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: integrating information technology security systems with other security disciplines certifying or network accreditation ensuring coordination and/or collaboration on security activities ensuring proper protection of evidence used in investigating information technology. In addition to meeting the specialized experience above, applicants must have information technology related experience in the federal service or private or public sector demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. NOTE: Education can be substituted for experience at this grade level. NOTE: Transcripts must be submitted with your application if qualifying using education. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
You will serve as an IT Specialist (SYSANALYSIS/SYSADMIN) and be responsible for projects and services that cross boundaries within the Eleventh District Area of Responsibility (AOR). You will provide system lifecycle support to District's IT projects and coordinate requirements, schedule, implementation, operations and maintenance with Coast Guard Headquarters, the Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) and Centers of Excellence as appropriate. You will be responsible for accomplishing or assuring the accomplishment of customer support services, configuration management, software maintenance, and operations of production systems. This position will also require that you serve as the Client Platform Security Officer (CPSO) and work with the D11 Key Management Infrastructure Operational Account Manager. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Administering and managing information technology on projects for major office or program issues of broad impact. Undertaking or participating in special projects, ongoing analyses, investigations and initiatives that have high priority for upper-level management. Coordinating new system installations, upgrades, recaps, and modifications to include accountability and proper tracking of government property. Developing project budget and resource proposals for new systems and the operations and maintenance of production systems. Independently maintaining complex Microsoft-based intranet system serving the D11 area of responsibility. Serving as subject matter expert on the interpretation of Coast Guard automation procedures and policies. Communicating and/or visiting with clients to provide support and ensure delivery of quality products and services.
