Job Description:
You will serve as a Management and Program Analyst in the Circuits Program Support Office, Utilities & Energy Management Branch, Public Works Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced knowledge of information technology applications such as: SQL, PL/SQL, 2Advanced Microsoft Suite, PySpark, Python, Databricks, AutoCAD. 2) developing novel solutions to complex problems and the ability to communicate solutions with detailed or complex steps. 3) designing and conducting comprehensive studies on organizational execution of complex business processes, identifying deficiencies, developing solutions, and then implementing solutions within complex information systems Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series AND Management and Program Analysis Series 0343 (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will coordinate the development of evaluative tools to improve project planning and execution.
You will oversee the planning, scheduling, and executing of projects concerned with the analysis and evaluation of programs and initiatives.
You will conduct program analysis to measure the effectiveness or efficiency of information systems application and operation.
You will interpret and apply laws, rules, regulations, policies, principles, standards, and procedures to program and management analysis activities (e.g., performing investigations, inquiries, reviews).
You will use qualitative and quantitative analytical needs to develop and execute continuous process improvement activities within an organization.
