Job Description:
This position will serve as a Lead Police Officer (Instructor) within the Police and Security Service of the Eastern Oklahoma VA Health Care System in Tulsa, Oklahoma, and is responsible for performing law enforcement work for the preservation of peace and the prevention, detection, and investigation of crimes occurring on Department of Veterans Affairs controlled property. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: leading and directing employees in their duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; conducting foot and vehicle patrol; maintaining control of a scene or incident; taking statements from witnesses/suspects and advising them of their rights; preparing detailed reports of criminal offenses, violations, incidents, and citations issued; interrogating suspects; and applying all correct rules of search and seizure; develops, presents, delivers, or coordinates courses for training programs; trains and arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. (Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates and hour worked per week.) There is no educational substitution for the GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Police Officer Conditions of Employment: New VA Police Officers are required to attend an 7 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Selective Placement Factors Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Leads a team of Police Officers and other administrative staff. Directs day-to-day lead and non-lead policing assignments. Assigns, distributes, reviews, approves and disapproves employees' assignments. Monitors and reviews the status/progress of the work and makes workload adjustments to ensure the workload is balanced. Provides information and feedback to the supervisor concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Resolves simple, informal complaints of employees and refers more complex complaints to the supervisor. Receives and reviews reports from staff making revisions as needed before forwarding to the supervisor for final review. Responds immediately to and engages potentially armed individuals during active threat response situations. Protects individuals during any given situation against threats to personal safety when enforcing laws and regulations. Intervenes to deescalate active suicidal behavior and/or prevents suicides, when needed. Performs vehicular patrols as required. Responds to calls for police assistance, irregularities, and unusual or suspicious circumstances. Determines whether situations are criminal or civil and takes appropriate legal steps for each crime committed. Keeps abreast of policing best practices, the latest policing technology, and the latest criminal and policing laws, rules, and regulations to provide advice and guidance as needed. Provide assistance to citizens in emergencies, including the protection of civil rights. Takes charge of emergencies and establishes operating procedures. Serves as an on-call point of contact to direct the Police Department during natural disasters, terrorist acts, criminal activity, and other emergencies. Establishes safe perimeters, evacuates personnel, and assists with crowd control operations. Develops, presents, delivers, and coordinates courses for a training program. Conducts classroom lectures and presentations, role-playing scenarios, and skills demonstrations. Establishes, maintains and/or manages a statistical database of training requirements, schedules, rosters, training records and training results. Coaches and mentors current and new police officers to ensure employees obtain the necessary training. Explains work requirements, methods, and procedures, to include providing special instructions and answering technical questions about the work. Accomplishes the training and development of officers and designates tasks necessary for new Police Officers to gain experience to do work. Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary.
