Job Description:
You will serve as a Human Resources Director (HRD) in the Fleet Human Resources Office, Stennis (FLTHROSTEN). The FLTHROSTEN provides human resources (HR) services to a workforce of approximately 4,500+ civilians who are geographically dispersed throughout the nation. The population is comprised of General Schedule and Federal Wage System employees who in scientific, engineering, mathematical, logistical, and financial disciplines.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. You will provide program operations exercising delegated personnel management authority for HR functions (e.g., Employee Relations, Labor Relations, Classification/Compensation, Recruitment and Placement) through a subordinate supervisory staff.
You will solve problems associated with providing for the unique human resource requirements of organizations working in multiple ocean science related endeavors; with large portion of the workforce deploying at sea for extended periods of time.
You will work with the Office of Civilian Human Resources (OCHR) Operations Center to accomplish personnel processes.
You will direct the Labor Relations program by advising and representing management in all union matters and in matters before third parties.
You will participate with management in organization and program structuring changes, and in staff and management planning.
You will provide consultation on the most effective alignment of HR systems to support customers' strategic goals, objectives and mission.
You will assist senior managers with strategy and vision related to workforce development to aid in obtaining and maintaining the proper mix of workforce disciplines for achieving future mission successes.
You will conduct periodic program operations inspections to ensure conformance to agency policy and practices.
You will plan work to be accomplished, set and adjust short term priorities, and prepare work completion schedules.
