Supervisory Social Workers at the GS-13 grade level typically supervise a significant number of professional staff at the GS-12 grade level and below, including advanced practice social workers and social worker program coordinators. They are responsible for the professional and administrative management of an area in a social work service, in a care line or across multiple sites with many coordinators/professionals providing administrative, technical, and clinical supervision.
Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-13 Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Experience Requirement: You must possess one year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Having significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level (or equivalent) and below; responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities; providing direct clinical services with or without program coordination responsibilities. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. Preferred Experience: Previous experience with program management; and managerial and supervisory duties is preferred. Duties of the position may include, but are not limited to the following: Supervises a group of employees performing work at the GS-12 grade level and below, including advanced practice social workers and social work program coordinators Provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit Performs the administrative and personnel management function relative to staff supervised Will oversee established guideline and performance expectations for staff, clearly communicated through the formal employee performance management system observes workers' performance; demonstrates and conducts work performance critiques, providing informal feedback and periodically evaluates employee performance Provides advice and counsel to workers related to work and administrative matters Reviews and approves or disapproves leave requests Assures that subordinates are trained and fully comply with the provision of the safety regulations Performs a wide range of services and provides technical assistance to state, local, private agencies, and universities Provides technical assistance to monitor activities and program reviews, and the development and analysis of information Uses sound judgement in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements Performs program analysis, development, review, research, design, and contract work as necessary with various agencies (public, DOD, State, etc.) Effectively communicates with and utilizes other disciplines (e.g. nursing, medicine) to facilitate treatment planning and implementation Participates effectively in team meetings, treatment planning conferences, etc. Collaborates with divergent multidisciplinary team members in a manner that enhances coordination of comprehensive patient care Work involves intensive social work services requiring the exercise of mature professional judgement and the flexible use of a wide range of social work skills Responsible for managing several complex Social Work, Mental Heath, and Medical Center Programs; establishing working relationships with VA staff and interdisciplinary treatment teams, completing and reporting monitors and needed improvements, completing reports, maintaining and updating patient rosters, and establishing and implementing applicable policies Coordinate work schedule to promote optimum continuity of care and facilitation of communication with Veterans and the community agencies Frequent changes of priorities and work situations necessitate ongoing and flexile coordination by the incumbent to accommodate the fluctuations in prioritizations of service delivery Develop, initiate, implement, and review psychosocial treatment plans based on the patient's assessed needs Will make psychosocial diagnoses and appropriate evidence-based interventions with measurable outcomes Provides clinical social work expertise as a consultant for physicians, pharmacists, nurses, hospital administrators, and less experienced staff including social workers Implements and monitors Occupational Safety and Health Administration (OSHA) goals for Life Safety Management, health, and the environment procedures Implements and monitors compliance with federal, state, and local environmental and other requirements preventing pollution, minimizing waste, and conserving cultural and natural resources Work Schedule: Monday - Friday (0800-1630) Telework: Yes (Ad-Hoc) Virtual: This is not a virtual position.
