These positions are located on the GAO Education, Workforce, and Income Security Teams. The Supervisory Communications Analyst work involves the review of written and visual information of a technical nature for logic, clarity, consistency and grammatical accuracy. Supervisory Communications Analysts are agency subject matter experts who contribute to agency practices and provide quality assurance in the area of communications.
Applicants must have one year (52 weeks) of specialized experience at the next lower band (i.e., CS-II, PT-II, PE-IIA) or level equivalent to the GS-13 in the federal service which has equipped them with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as experience reviewing, evaluating, and providing authoritative guidance to staff in the development and production of reports, correspondence, testimonies and other engagement related documents; demonstrated knowledge of and experience in applying principles of writing and visual information to analyze information for logic, clarity, consistency and readability; and providing leadership or oversight to a team or staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Supervisory Communication Analyst, MS-1001-I, your typical work assignments may include the following: Directs the work of subordinate CA staff including planning and assigning work, reviewing completed work for technical sufficiency and adherence to quality standards and providing on-the-job training for staff on their responsibilities. Leads staff, setting an example by applying professional expertise and facilitating, implementing and adapting to change. Manages assigned resources (i.e., financial, people, contractor, space, equipment) effectively and within the level of responsibility assigned to the position. The employee generally provides first level supervision to a staff of professional and technical employees or provides second level supervision to administrative support/technical employees. Prepares forecasts of necessary resources to accomplish functional assignments as requested. Serves as a Designated Performance Manager to subordinate CA staff. Sets clearly articulated performance expectations, evaluates performance, provides feedback, addresses any performance deficiencies and guides staff on developmental activities. Recognizes staff member contributions in a timely manner and plans for succession by addressing skill or knowledge gaps. Provides expert level communications support to mission team management, multiple engagement teams working on complex and high-risk engagements, or to individuals and organizations and provides support to teams throughout the various phases of the engagement. Specifically, during the product development and distribution phase, reviews and rewrites products to enhance logical flow and linkages between findings, makes suggestions to enhance product quality through the use of written and visual information, ensures findings are supported by evidence and that the overall tone is balanced and that recommendations track with findings. Participates in team meetings and collaborates with all levels of managers in the engagement team hierarchy. Supports teams and offices in the production of reports, correspondence, testimonies and other products including special publications which may involve novel and atypical publishing requirements. Ensures timely issuance; advises teams on the production process; and ensures products meet GAO's quality assurance standards. Knowledge of GAO policies and procedures including Generally Accepted Government Auditing Standards (GAGAS) and GAO's quality assurance framework in order to assist in developing timely products that meet client needs. Mastery of GAO policies and procedures related to product development and presentation to ensure that reports and all content therein are in accordance with GAO requirements.
