Job Description:
This position is located within the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Health Information and Technology Unit (HITU) - Information Management Section (IMS). This is a supervisory position. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
Preferred Qualifications: Knowledge of organizations and responsibilities of all levels of government operations for health information communication. Ability to provide input for responses to congressional inquiries and to effectively communicate. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements. High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues. Competent working knowledge of Microsoft Office Suite applications, Word, Excel, SharePoint, Outlook, PowerPoint, Teams, OneDrive, OneNote
DUTIES AND RESPONSIBILITIES: Supervises and manages a multidisciplinary team of program officers responsible for implementing and leading initiatives associated with the IHSC EHR system portfolio. Manages the day-to-day workflow processes in supporting continual improvements to the EHR system. Oversee major EHR project restructuring to include system upgrades, system fixes, and development enhancements by assessing EHR activity progress, identifying key milestones to be accomplished, target completion dates, and the identification of project delays. Develop operational plans and policies necessary to achieve IHSC EHR system strategic objectives and goals. Work closely with the Office of Chief Information Officer (OCIO) Program Manager, Office of Acquisition Management (OAQ), Operations and Management (O&M), and EHR development team to direct and ensure Requirement Traceability Matrix (RTM) items and Change Requests (CRs) are met according to original contractual agreement. Assist with future preparations of Performance Work Statement (PWS), Statement of Work (SOW), Quality Assurance Surveillance Plan (QASP) and other governance documents necessary for IHSC IT future projects. Lead EHR program officers to work with end-users, management, vendors, and technicians to assess computing needs and system requirements and make recommendations for strategies and processes identifying information on best practices within the EHR system. Create, maintain and deliver a comprehensive infrastructure strategy and roadmap to standardize EHR and operational services in alignment with IHSC management objectives. Oversee the continual improvements to the EHR system, to include building, revising and validating templates, smart forms, order sets, letters, eCliniforms, diagnosis codes, Clinical Decision-Support Systems (CDSS), provider alerts and all other EHR configuration changes within the system with appropriate application to ICE detention healthcare. Oversee EHR workgroups providing guidance and support in identifying priorities for maximizing the effectiveness of configurations to streamline and standardize EHR documentation. Provide leadership in creating, reviewing and approving IHSC User Guides and Computer Based Trainings (CBTs) to direct current clinical processes and workflows based on IHSC policy and procedures. Conduct briefings, presentations and trainings for IHSC end-users to provide expertise and assist staff to better manage upgrades and new version deployments of the EHR system portfolio. Work collaboratively with all IHSC Unit Programs for needs and issues within the EHR. Responsible for leading and organizing User Acceptance Testing (UAT) of all EHR contract items, system fixes, and new upgrades/features. Develop process of reporting and prioritizing system issues by working closely with OCIO program manager, O&M and EHR teams to minimize downtime and maintain clinic efficiency. Ensure IHSC's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, business goals, objectives, work plans and work products and services.
