Health Systems Specialist providing administrative support to the Office of the Chief of Staff in the areas of financial management, clinical operations, and health systems management. The position provides input in the most complex management deliberations and decisions by conducting various analyses; performing data interpretation and developing recommendations to assist in the resolution of a full range of management and patient care issues
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program events, milestones and accomplishments. Ability to effectively supervise others by setting priorities, assigning work, evaluating work of subordinates and developing subordinates for increased responsibility and succession planning. Skill to plan, organize and direct team study work to accept and implement recommendations where proposals from the EMT involve substantial agency resources, require extensive changes in established procedures or may be in conflict with the desires of the activity studied. Broad knowledge of Federal government policies, regulations, and trends in the areas of personnel, budgeting and management systems, as well as an understanding of the public and private sector trends in health care. Analysis and Problem Solving Analytical Reasoning Applies Technology to Tasks Critical Thinking Integrity/Honesty Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Included are walking, standing, bending, carrying of light items. In some instances, relationships with staff, management and stakeholders can become intense and the employee may be placed in a position of stress. The major duties of this position include but are not limited to: Serves as back-up to the Facility Group Practice Manager when required, to provide access-related consultative services to the medical center, VISN and National leadership as required. Review and provide input to the Psychiatry and Mental Health Service chief on nationally issued regulations and policies for VA wide implementation and communication policies. Review and evaluate processes and procedures within Mental Health Service to determine areas of effectiveness, efficiency and improvement for proposal through the national Steering Committee. Review and evaluate system-wide training plans for use at the medical center. Propose improvements in national training curriculum for onboarding and sustainment activities. Work with Veteran Centered Care to evaluate patient and family concerns regarding access to services needed. Coordinate efforts with national requirements, including the MyVA alignment. Coordinate efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Evaluate and recommend changes for continuous process improvement. Coordinate with Veteran Centered Care and the clinic management, scheduling, and analytic groups. Align local processes with planning and policies at the VISN and national access leadership levels. Interface with fellow HSS/GPMs to ensure local policies and procedures are consistent with national policy. Establish benchmarks and a process for taking corrective actions on decreasing/low scores in Veterans/staff experience data. Establish communication plans with clinic teams relating to the plan of action in accordance with the Veterans experience data. Uses advanced principles and strategies for access improvement to review and provide guidance to clinical leads, business managers and other staff. Collect and analyze trended data sets to assist in the allocation of resources. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: Not Authorized Virtual: This is not a virtual position.
