Job Description:

This position is with the Report Development Division of the Office of Highway Safety. The incumbent serves as a Senior Technical Writer-Editor responsible for managing and coordinating the development of major reports that describe and analyze the facts and circumstances of transportation accidents and identifies conclusions and safety recommendations.
To qualify for this position, you must meet one of the following Basic Requirements: A. Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. (Must provide your official or unofficial transcripts.) OR B. Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications. In addition to meeting one of the above Basic Requirements, you must also possess the following: GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: Writing high-quality, error free, scientific or technical reports and other products related to transportation safety or engineering system investigations. Experience conducting independent research of written technical materials or through interviews with subject matter experts to develop factual and analytical written products and supporting arguments while eliminating grammatical and editorial errors. Experience converting technical or scientific information into language suitable for a general audience. Experience in developing and managing project timelines and managing multiple writing and editing tasks simultaneously. As a Technical Writer-Editor, GS-1083-14, you will perform the following major duties: Writes, rewrites, edits, and proofreads investigation reports that describe the facts and circumstances of transportation accidents and identify conclusions and safety recommendations. Evaluates documents in terms of purpose, audience, scope, content, organization, and logic and based on evaluation, independently rewrites and edits for logic flow, correct grammar, punctuation, style, and format, eliminating jargon and redundancies. Proofreads the work of others to ensure quality. Researches and collects information for reports and uses the information to support identified safety issues and to provide logical, cogent discussion that supports conclusions and safety recommendations. Initiates and facilitates meetings with the accident investigation team to identify and clarify safety issues, to develop effective strategies for presenting those issues in the Board's report, and to ensure that tasks necessary to meet the report development schedule can be completed according to the established timeline. Manages and coordinates the development, review, and approval processes for accident investigation reports to ensure documents are edited and produced according to established style, format, guidance, and timeline.
