You will serve as a FINANCIAL MANAGEMENT ANALYST in the PAYROLL & LABOR ACCOUNTING BRANCH, ACCOUNTING DIVISION, COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Specialized experience must demonstrate the following: FOR GS-12 (one year of specialized experience equivalent to GS-11): * Experience applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems. * Experience with the financial management policies of the activity's missions, functions, applicable DON, DOD, and Federal regulations and their relationship to other Federal activities and private industry. *Extensive experience with administrative and financial management systems. *Experience in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding; formulation of budget estimates for programs in which funding requirements have changed significantly. * Experience providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. FOR GS-11 (one year of specialized experience equivalent to GS-09): *Experience in applying qualitative and quantitative techniques and analytical studies related to management improvements, productivity improvements, and to propose recommendations. *Experience in leading audits, studies and analyzing organization plans. *Experience determining the most appropriate principles, practices, and methods to apply in all phases of assignments, interpreting regulations on his/her own initiative and applying new methods to resolve most of the conflicts that arise. * Experience implementing legal and regulatory controls over approved budgets.
