Job Description:

Position located in the Office of Environmental Health & Engineering (OEHE), Division of Facilities Management (DFM), Navajo Area Indian Health Service (NAIHS) in St. Michaels, Arizona. This position provides and or coordinates the provision of engineering services in the area of operational support, new construction, and the repair and renovation of federal and tribal health facilities in the Navajo Area Indian Health Service.
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid & unpaid experience, including volunteer work done through National Service programs (e.g.,Peace Corps, AmeriCorps) & other organizations (e.g., professional;philanthropic;religious;spiritual;community;social). You will receive credit for all qualifying experience, including volunteer & part time experience. You must clearly identify the duties & responsibilities in each position held & the total number of hours per week. BASIC REQUIREMENT(S): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential & integral calculus & courses (more advanced than first-year physics & chemistry) in five of the following seven areas of engineering science or physics: (a)statics, dynamics; (b)strength of materials (stress-strain relationships); (c)fluid mechanics, hydraulics; (d)thermodynamics; (e)electrical fields & circuits; (f)nature and properties of materials (relating particle and aggregate structure to properties); & (g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education & experience: college-level education, training, and/or technical experience that furnished (1)a thorough knowledge of the physical & mathematical sciences underlying engineering, & (2)a good understanding, both theoretical & practical, of the engineering sciences & techniques & their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure-Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g.,State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test-Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, & Puerto Rico. 3. Specified academic courses-Successful completion of at least 60 semester hours of courses in the physical, mathematical, & engineering sciences & that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 yr of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. MINIMUM QUALIFICATIONS: GS-9:2 yrs of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree; or, 1 yr of specialized experience related to the work of the position & equivalent to at least the GS-7 grade level. Your resume must demonstrate at least 1 yr of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private/public sector performing the following type of work and/or tasks: standard engineering practices, methods, & techniques to perform design work applicable to the design, construction, maintenance & repair of healthcare facilities; develop reports, engineering statements for work for facilities to be modified or repaired; performing engineering duties concerned with the design, repair, building & HVAC controls, utilities & related systems. GS-11:3 yrs of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; or, 1 yr of specialized experience related to the work of the position & equivalent to at least the GS-9 grade level. Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private/public sector performing the following type of work and/or tasks: design development including producing drawings & specifications, contracting process, & ultimately through construction & activation level, non-recurring, minor & delegated construction projects. GS-12:1 yr of specialized experience related to the work of the position & equivalent to at least the GS-11 grade level. Your resume must demonstrate at least 1 yr of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private/public sector performing the following type of work and/or tasks: perform technical & business management of designated major building projects, such as healthcare facilities, from preliminary planning stage through designing, construction, equipment installation, occupation, & close-out stages; carrying out directive authority over the planning, control, & use of resources of the agency & contractor organization; entails contracting office representation. Definition of Professional Engineering Experience: The professional engineering experience required for grades GS-7 & above is defined as non-routine engineering work that required & was characterized by (1)professional knowledge of engineering; (2)professional ability to apply such knowledge to engineering problems; & (3)positive and continuing development of professional knowledge & ability. Professional knowledge of engineering is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-yr engineering program leading to a bachelor's degree, or equivalent. Professional ability to apply engineering knowledge is defined as the ability to (a)apply fundamental & diversified professional engineering concepts, theories, & practices to achieve engineering objectives with versatility, judgment, & perception; (b)adapt & apply methods & techniques of related scientific disciplines; & (c)organize, analyze, interpret, & evaluate scientific data in the solution of engineering problems. Time In Grade: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed 1 yr of service at the next lower grade level. Time-In-Grade provisions do not apply under & Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Responsible for carrying out a full range of field and office engineering functions. Attends pre-bid and bid opening conferences and discusses and/or clarifies IHS standards for principle project features and requirements concerning construction progress and administration Reviews architectural-engineering work and reviews contractor's shop drawings for adherence to contract specifications, resolves deviations in routine cases, brings major deviations to the attention of the supervisor, provides engineering oversight of assigned facility repair and/or construction projects and acts as Contract Officer's Technical Representative (COTR) for assigned contracts. Observes and investigates construction activities at various stages to identify major problems and institutes timely corrective action. Assistance in the coordination of activities related to the design and construction of assigned projects. Establishes and maintains close working relationship with tribal, federal, state and local officials impacted by the project. Such impacts include land acquisition, easements, rights-of-way, utilities, environmental management and assessments, and local community and program requirements.
