This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Facility Manager Building and Grounds Supreme Court, Operations and Maintenance Division, Maintenance Branch Day/Evening. Responsibility includes managing and overseeing operations, maintenance and repair of mechanical, plumbing, utility, HVAC, hydronic heating, steam generating equipment and building automation systems.

The Maintenance Mechanic Supervisor oversees the Maintenance Branch Day and Evening shifts: Day Shift (6:00am to 2:30pm) and Evening Shift (2:00pm to 10:30pm) with two Assistant Supervisors to oversee the day-to-day operations of each shift. Tour of Duty: Day shift with alternate work schedule available. Requirement to modify schedule as necessary to provide some overlap with evening shift. ***The position is designated as “Emergency/Essential” and will be required to report to work during emergencies and inclement weather conditions.*** ***Chlorofluorocarbon (CFC) Certification by an EPA-Approved Technician's Certification Program is Desired*** MAJOR DUTIES INCLUDE: Supervisory Serves as Maintenance Mechanic Supervisor responsible for overseeing, managing and directing Maintenance Mechanic Day and Evening shift personnel. Supported by two Assistant Supervisors, one for each shift, and approximately ten mechanics performing work at the WG-12 or lower level meets. Provides advice to the Facilities Manager’s team on all matters affecting facilities maintenance productivity, efficiency and management for high quality maintenance standards. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload including material purchases and service contract development and oversight. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Plans and establishes leave schedules. Determines training needs of subordinates and arranges for its accomplishment via employee-specific Individual Development Plans (IDPs). Counsels employees on problems and addresses informal complaints through discussions with employees and AOC Labor Relations representatives. Initiates proposals for formal disciplinary action as needed. Complies with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner. Initiates or takes corrective action on unsafe conditions in managed areas. Provides or coordinates training, either on the job or through classroom training, to ensure that all subordinates know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are properly using all required PPE. Piping Systems Installation, Inspection and Maintenance Provides supervision, coaching and mentoring of Maintenance Mechanic Shop personnel in troubleshooting and analyzing defects or malfunctions in specialized piping systems and related fixtures. Inspects piping system equipment and fixtures using a variety of diagnostic techniques and equipment to locate a problem. Checks steam and chilled water system for leaks, defects in equipment and malfunctions. Observes and tests the operating efficiency of heating systems, to localize malfunctions. Independently conducts inspections of piping systems, identifying irregularities and existing and/or potential problems. Identifies source and nature of system malfunctions. HVAC and Refrigeration Troubleshooting, Installation and Maintenance Provides supervision, coaching and mentoring for the maintenance of a variety of commercial and industrial Heating, Ventilation and Air Conditioning (HVAC) and refrigeration systems to locate and check elements such as those which control low and high side pressures, the temperature of the cooling units, the temperatures of the liquid and suction lines and the run time of the various mechanisms. Checks for the probability of leaks by visual and audible examination of equipment components, by applying prescribed test procedures and equipment and by exploring probable reasons for equipment failure. Leads teams to dismantle, repair and reassemble units such as pumps, impellers, compressors, receivers and evaporators. Teams may overhaul valves, replace gaskets, springs, floats, diaphragms, valve fittings, seals and couplings and align motors and drives. Electronic Equipment Maintenance (BAS/DDC) Supervises, coaches and mentors the Direct Digital Controls (DDC) technicians or mechanics and works on highly complex systems that are characterized by application of advanced electronic theory and frequent technological changes in the systems. Ability to navigate the Building Automation System (BAS) system from an operation, troubleshooting and diagnosis standpoint, as well as perform the installation of equipment and components. Electrical Maintenance, Audio/Visual and Function Oversight Supervises, coaches and mentors Evening Shift Assistant Supervisors responsible for the electrical maintenance and setup up of sound, microphones and other various equipment to support Supreme Court functions as required. Supervises the set up and function tests smart boards and screens used for presentations during special events.
