This position is with the Defense Nuclear Facilities Safety Board (DNFSB) in the Office of the Technical Director (OTD). The incumbent will be responsible for directing, planning and monitoring the Office of the Technical Director's review and evaluation processes and goals to ensure technical adequacy of complex processes and systems of the Department of Energy (DOE) defense nuclear facilities related to nuclear safety.
In order to be qualified for this position, you must meet the basic requirement AND minimum qualification requirement as noted below: Basic Requirement: Engineering Series, 0801 A. A bachelor's or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (You must submit licensure or registration for confirmation under this provision.) 2. Written Test -- You must submit evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico under this provision. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) OR Physical Scientist Series, 1301 A. A bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience - Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note - You must provide legible transcripts showing completed coursework and degree(s) awarded as a verification of your education. In addition to meeting the Basic Qualification requirements, applicants must also have the following specialized experience: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-15) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: The ideal candidate would have up-to-date knowledge of the work of Defense Nuclear Facilities Safety Board (DNFSB) community, including the mission, strategic goals, and objectives of each; trends in the federal oversight community; changes in relevant laws, regulations, standards, policies, and procedures; and other factors that have an impact upon the mission of the Defense Nuclear community. Must also demonstrate skill in collecting information that is sufficient to address an issue, problem, or recommendation. In addition, the incumbent must have the ability to analyze and integrate information to identify and evaluate alternative solutions to problems and issues; make well-supported and timely decisions or recommendations regarding balancing costs, risks, and benefits; demonstrate effective use of technology to ensure that work processes are efficient; and exhibit the initiative to identify and understand all issues relevant to assignments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. As a basic requirement for entry into the Senior Executive Services (SES), each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant. DUTIES: Assists the TD in the daily operation of the OTD and significant matters pertaining to the overall agency mission. Assures staff activities are focused and synchronized to optimally support the DNFSB's strategic plan and goals. Ensures the TD is continually prepared with necessary facts and information for decisions and situational awareness. Incumbent is directly responsible for the efficient and timely coordination of major staff actions and events and assures actions are consistent with overall agency direction and OTD resourcing capabilities. Directs and orchestrates meetings and conferences and ensures meeting/conference goals are achieved and appropriate follow-on actions are completed. Advises the TD of issues, actions, or other circumstances that may impact the agency. Develops, plans, implements, reviews, and directs programs that involve work in areas of considerable scientific and engineering difficulty and complexity. Plans made by the incumbent affect the DNFSB's long-range goals, objectives, and direction, and require an analytical approach to forecast future trends and outcomes. Works closely with other senior leaders to coordinate and execute these multiple mission-focused goals and requirements. Supports systems to monitor, control, and evaluate the technical work managed. Ensures technical project teams meet assignment objectives and deadlines. Identifies and proposes activities and programs for Board review that would be of major importance to the Board and the nation and have the potential for significantly affecting the national security of the country. Reviews work products of colleagues, consultants, contractors, and others. Serves as primary and secondary reviewer of Board technical documents or papers for public release related to highly technical issues addressing the safety of defense nuclear facilities associated with the DOE's nuclear weapons complex. Analyzes, coordinates, and executes the annual OTD work plan. Oversees and integrates strategic planning efforts across OTD. Manages strategic direction; develops policy; and plans, directs, coordinates, and communicates organizational efforts necessary to promote, organize, and instill strategic focus within OTD. Consults with the executive management team, and other management entities regarding strategic initiatives. Allocates OTD resources to achieve strategic priorities and management level objectives. Builds organizational alliances to promote and motivate the achievement of agency goals and objectives. Due to the wide range and time-criticality of the responsibilities of this position, incumbent exercises great independence and has a continuing responsibility to interact with and maintain working relationships at multiple senior management levels, often dealing directly with the Board Chair, the Secretary of Energy and immediate senior staff, and the most senior management of other Federal agencies and nuclear sector companies and entities. The incumbent is frequently called upon to represent DNFSB in high-level meetings, negotiations, or a broad variety of scientific and engineering fora that pertain to national security interests of the Nation in which there is little or no opportunity to seek additional guidance and advice or agency positions must be articulated based upon the incumbent's experience and judgment.
