Job Description:
This position is with the Defense Nuclear Facilities Safety Board (DNFSB) in the Office of the Technical Director. The incumbent will be responsible for planning, organizing, staffing, communicating, and controlling the operations of the DNFSB's scientific and technical staff and directly participate in executive direction of agency efforts, including policy determination, policy making, and resource management and provide expert technical assistance to the Executive Director and the Board.
In order to be qualified for this position, you must meet the basic requirement AND minimum qualification requirement as noted below: Basic Requirement: Engineering Series, 0801 A. A bachelor's or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (You must submit licensure or registration for confirmation under this provision.) 2. Written Test -- You must submit evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico under this provision. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) OR Physical Scientist Series, 1301 A. A bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience - Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Note - You must provide legible transcripts showing completed coursework and degree(s) awarded as a verification of your education. In addition to meeting the Basic Qualification requirements, applicants must also have the following specialized experience: Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-15) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: The ideal candidate would have up-to-date knowledge of the work of Defense Nuclear Facilities Safety Board (DNFSB) community, including the mission, strategic goals, and objectives of each; trends in the federal oversight community; changes in relevant laws, regulations, standards, policies, and procedures; and other factors that have an impact upon the mission of the Defense Nuclear community. Must also demonstrate skill in collecting information that is sufficient to address an issue, problem, or recommendation. In addition, the incumbent must have the ability to analyze and integrate information to identify and evaluate alternative solutions to problems and issues; make well-supported and timely decisions or recommendations regarding balancing costs, risks, and benefits; demonstrate effective use of technology to ensure that work processes are efficient; and exhibit the initiative to identify and understand all issues relevant to assignments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. As a basic requirement for entry into the Senior Executive Services (SES), each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant. DUTIES: Directs and manages the efforts of professional engineers responsible for reviewing and evaluating the technical adequacy of complex processes and systems of the Department of Energy's (DOE) defense nuclear facilities. Interacts closely with the Board members, Executive Director of Operations, General Manager, and the General Counsel to resolve and recommend agency resolution of policy and programmatic issues of the highest level. Maintains systems to monitor, control and evaluate the technical work managed. Ensures subordinate supervisors identify and correct problems, improve operations, and meet organizational deadlines. Communicates agency organizational goals and objectives and develops staff through personal leadership, assignments, and training. Interacts with DOE officials and contractors, scientific groups and committees, the Nuclear Regulatory Commission, other Federal agencies, and state and local governments to assist the Board in assessing DOE activities and in developing Board analysis, advice, and recommendations to the Secretary of Energy. Reviews DOE's implementation plans for compliance with Board recommendations. Analyzes and assesses the adequacy of DOE's systems engineering approach to the design, construction, operation, and decommissioning of defense nuclear facilities. Identifies and proposes DOE facilities, activities and programs for Board review that would be of major importance to the Board and the nation and have the potential for significantly affecting the National Security of the country. Reviews work products of colleagues, consultants, contractors, and others. Serves as primary or secondary author of DNFSB technical issue papers. Evaluates performance. Recommends promotions, assignments, awards, and training. Advises and counsels employees on work-related issues, complaints, and the need for training. Executes workforce management responsibilities in accordance with merit system principles, including in hiring practices, training, employee development and utilization of employee skills. Takes action to adhere to the official EEO policy of the DNFSB.
