The Workplace Violence Prevention Program Manager (hereafter referred to as the Program Manager) is responsible for addressing and managing reports of disruptive behaviors across the main facility, 4 CBOC's and the CRRC.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the 4 accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Demonstrated Knowledge, Skills, and Abilities Social Worker (Program Coordinator), GS-13 Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. The WVPP ensures the clinical aspects of these programs function appropriately as directed by the VA WVPP program. The Program Manager must assure appointment and maintain a cohesive team of staff from a variety of disciplines and supervisory chains of authority to ensure targeted and evidence-based efforts to promote the safety of beneficiaries and personnel of the HWWVAMC. The incumbent collaborates effectively with the facility's Executive Leadership, VA Police, the VA Office of Inspector General, the national WVPP Office, and other key stakeholders on an ongoing basis. As a senior clinician, the Program Manager serves as the Co-Chair of the DBC and ETAT. The Program Manager is responsible for maintaining proficiency in current evidence-based behavioral threat assessment and management practice and overseeing the day-to-day business of the inter/multidisciplinary committee that reviews incidents of Patient-Generated Disruptive Behaviors and Visitor-Generated Disruptive Behaviors. This role involves conducting and delegating behavioral threat assessments to inform recommendations for individualized risk mitigation strategies; consulting with VA Providers, clinical staff and DBC and ETAT members; informing and providing risk relevant clinical interventions in cases of disruptive or violent behavior history; providing and overseeing education to staff; providing timely and accurate responses to action items and recommendations made by the DBC; and ensuring ongoing training of team members in evidence-based threat assessment and threat management practice. The Program Manager provides quarterly updates to Chief of Staff (COS), and provides Medical Center Governance communication updates through the HWWVAMC Quality, Safety, and Values Council biannually. The Program Manager has oversight and administrative authority over all programming and participates in program development, implementation, and evaluation. Additionally, the WVPP Program Manager works closely with leadership to develop strategic plans for the growth and development of the program. The incumbent ensures that the HWWVAMC is in full compliance with all VHA directives and other regulations. The Program Manager is responsible for reporting required data to VHA and other monitoring entities and for ensuring internal and external surveys and reviews result in a fully successful review. The Program Manager is authorized to keep the COS apprised of activities and issues in need of close collaboration regarding patient-generated disruptive behaviors. At the GS-13 level, the clinical social worker exercises independent judgment in the practice and provision of psychological services (clinical care, consultation, and education). The Program Manager collaborates and coordinates with Executive Leadership to ensure the delivery of highly effective psychological services and administrative responsibilities within an interdisciplinary framework. The Chief of the Social Work Service ensures the incumbent's adherence to professional standards of the practice of social work.
