Job Description:

This position is located at the Overton Brooks VA Medical Center, Shreveport, Louisiana and serves as a Health System Specialist within the Executive Office of the Medical Center Director.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of a Health Systems Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with extracting, analyzing, and organizing data from multiple sources, and assisting with fund disbursement procedures and processes. OR Education: Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree if related, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Serves as a liaison to multiple offices internal and external to the facility Performs a multitude of roles engaging with program officials to manage, coordinate, and complete projects and/or assignments Coordinates with senior management officials on the evaluation and implementation of policies, plans, and internal operational systems Interacts with senior leaders and departmental/program offices to identify issues and establish priorities Develops position papers and decision documents on organization's position for a variety of complex and sensitive issues Tracks OIG/GAO deadlines to ensure timely responses from reviewing officials Coordinates events hosted by senior officials to include town hall meetings, committee meetings, and conferences Briefs/advises senior management on agenda issues in preparation for meetings and briefings Work Schedule: Monday - Friday, 8:00 am - 4:30 pm; Subject to change based on the needs of the service/facility.
