Job Description:

This position is to serve as the Maintenance & Operations Supervisor to the Air-Conditioning Equipment Mechanics, Maintenance Mechanic Work Lead, & Electronic Industrial Control Mechanic, within the HVAC Shop, Maintenance and Operations, Engineering Service at the Veterans Health Administration in Indiana. The position supports the entire facility's campus, reporting directly to the M&O Foreman Supervisor, Engineering Service and makes decisions independently within the range of responsibility.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2025. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. CERTIFICATION: The incumbent may be assigned to act as a COR over contracts assigned to the HVAC and refrigeration Shops and other Engineering areas. The incumbent must be COR certified or able to obtain a COR certification and will be assigned service contracts assigned to the Utilities Systems Shops and other Engineering areas. PHYSICAL EFFORT: This position requires walking, standing, bending, sitting, crawling, and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. WORKING CONDITIONS: Work is performed both inside and outside buildings under dirt, dust, and other adverse conditions. Incumbent is subject to the ever-present hazards, cuts, bruises, falls, and burns. Incumbent much work in confined areas for periods up to one hour. At times, incumbent may be exposed to asbestos, fiberglass, and related substances. Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner. Work progress, inspection, and supervision requires regular and recurring exertion including walking, standing, bending, climbing, etc. Management and administrative work are typically performed in an office setting around the Engineering environment. Incumbent must have good vision and dexterity and be able to explain complex procedures to staff. MAJOR DUTIES AND RESPONSIBILITIES Plans weekly schedule of the assigned shop employees by sequencing operations and assignments in order of importance. Works with higher level supervision and the maintenance schedule to determine how many assignments can be done concurrently or which must be delayed; the number and type of employees needed, considering skills and personnel available to do the work; and the availability of materials and equipment required. When planning the work, factors that are taken into consideration are the type and amount of equipment to be serviced. Responsible for ensuring deadlines and production schedules are met. Establishes deadlines, priorities, and work assignments based on general work schedules, methods, requirements, and policies established by higher levels of supervision. Responsible for ensuring varying deadlines and production schedules are met to fulfill projected needs. Determines equipment, material, and maintenance needs utilizing the scope of the work or task required, results of cost estimates, and precautions necessary to protect patients, environment, personnel, and equipment. Ensures that proper materials in sufficient quantities are on hand or that materials are ordered and delivered to the work site so as not to delay work. Coordinates and controls work order assignment utilizing Maximo or other electronic work order systems with appropriate personnel. Keeps higher level supervision informed of the status of work in progress. Delegates work to subordinates through verbal and written instructions, utilizing work orders and standard operating procedures. Incumbent understands and applies work requirements, methods, and procedures. Provides on the job training and participates in the formal training program for employees. Assigns proper subordinates to tasks in order to complete HVAC and refrigeration related projects in an efficient and effective manner. Frequently inspects jobs in progress to ensure optimum quantity and quality. Assures the journeymen are adhering to proper infection prevention, sanitation, and safety standards as required. Assists other supervisors, services and units with the planning and coordinating of station level responsible shop work. Participates in the establishment of local policies for achieving management objectives and goals and represents management on such matters as required. Makes recommendations for short-range, organizational, and operational improvements. Participates in annual budget preparation. Participates in the initial planning of current and future work schedules, staffing needs, estimates, and recommendations for equipment and systems, and scheduling projected work. Responsible for the general administrative and supervisory personnel functions of their unit. Establishes and keeps current performance standards for subordinate's subject to approval of the Maintenance & Operations Foreman, and/or Chief Engineer. Performs annual and midterm performance evaluations and determines training needs. Sets performance goals, makes recommendations for promotion or reassignment, counsel's employees, adjusts informal complaints and grievances through discussion with employees and union representatives, and initiates disciplinary action as needed. Conducts both a midterm and annual performance appraisal for all supervised employees within timeframes established by the medical center. Initiates personnel actions for reward or discipline as required. Prior to any appraisal, incumbent informs employee of any noted deficiencies in performance and allows the employee adequate time to take corrective action. Adheres to requirements of local and national union agreements. Ensures subordinates observe regulations and rules on housekeeping, conduct and safety. Certifies time and attendance and schedules/approves leave requests.
