Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. APPLICANTS MUST SUBMIT TRANSCRIPTS WHEN APPLYING, OTHERWISE THEY WILL BE DISQUALIFIED. (1) Basic Educational Requirements In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Utilizing an in-depth knowledge of physical oceanography, atmospheric science, and acoustics theory and field approaches to advise on environmental impact studies. 2) Coordinating with ocean organizations regarding plans of action that address environmental issues and concerns. 3) Participating in the procurement process for environmental or scientific projects. 4) Applying the principles and methods of numerical modeling for ocean circulation, atmospheric circulation, and acoustic propagation. AND 5) Leading a team of technical staff by providing guidance and direction. MUST MEET ALL FIVE STATEMENTS. Candidates must meet Time-in-Grade requirements by the closing date of the announcement.
This position is located within the United States Department of the Interior, Office of Environmental Programs in Sterling, Virginia. If selected, each selectee will participate in a detail or temporary promotion for up to 60 days. At the full performance level GS-15, the major duties of this position include, but are not limited to the following: 1) Expert advisor on physical and chemical oceanography, air quality, marine acoustics and oil spill modeling. 2) Advise on the use of potential of innovative and emerging technologies in ocean science. 3) Consult across all BOEM regions and offices to develop and coordinate plans of action to address environmental issues and concerns. 4) Serve as a BOEM representative to federal and non-federal scientific organizations to coordinate activities, exchange information, review projects and proposals, and develop, evaluate, and implement policy and procedures. 5) Coordinate and consult with Departmental offices and other federal agencies and non-federal institutions to identify cross-cutting environmental study needs, and concerns of mutual interest. 6) Draft reports and briefing materials on environmental issues, initiatives, and cooperative efforts for the Chief, Division of Environmental Sciences and the Chief Environmental Officer (CEO). 7) Manage and provide leadership for a portfolio of Environmental Science Program studies, ensuring that projects are well managed and executed. 8) Supervise and manage a diverse staff of scientists.
