The Accountant position is in the Administrative Office of the U.S Courts, Department of the Administrative Services, Financial Management Office (FMO), Financial Operational Division, Payment Management Branch. FMO is responsible for the Judiciary's financial management, including accounting, reporting, reporting, and investing.
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Applying generally accepted and federal accounting principles, standards, and practices, including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals. Analyzing general ledger account transactions and reconciling financial accounting systems. Assisting in preparing and analyzing payment and disbursement data between internal financial systems and U.S. Treasury systems.
The Administrative Office of the U.S. Courts (AO), Financial Management Office (FMO), Financial Operations Division (FOD), Payment Management Branch is seeking a self-motivated, experienced Accountant to join its Disbursement Section. The FOD supports financial operations including accounting, finance, travel, disbursement, external financial and tax reporting, investment services, and other fiscal services to the AO and Judiciary. This position reports to the Disbursement Section Chief. The duties of the position include, but are not limited to: Completing automation processes for cancellations, intragovernmental transactions, and payment confirmations, including troubleshooting and resolving rejected transactions and responding to inquiries from stakeholders. Reviewing, recording, and reconciling intragovernmental transactions, payments, collections, and adjustments, including researching and coordinating the correction of discrepancies. Supporting the reimbursement process for workers' compensation expenses under the Federal Employees' Compensation Act, including reconciling compensation data, contacting program offices for approvals, and coordinating the creation of obligation and payment reimbursement to the Office of Workers' Compensation Programs. Supporting the reimbursement process for unemployment benefits paid under Unemployment Compensation for Federal Employees, including reconciling compensation data, contacting program offices for approvals, and coordinating the creation of obligation and payment reimbursement to the Office of Unemployment Insurance. Performing data entry operator and other related tasks in the Judiciary's accounting system, U.S. Treasury's Secure Payment System, and International Treasury Services. Monitoring and resolving undisbursed payments in the Judiciary's accounting system, including reviewing and resolving unapproved, rejected, or held transactions. Participating in post-payment activities, including the processing of payment cancellations and replacement payments. Assisting in the post-payment review and analysis of disbursements and processes, including examining financial transactions, payments, and related supporting documents to ensure completeness, accuracy, and compliance with controls. Coordinating with internal stakeholders to resolve disbursement discrepancies and imbalances with the Judiciary's Fund Balance with Treasury. Assisting in the development, update, and documentation of new or existing policies, standard operating procedures, and reference documents for disbursing functions. Participating in the implementation and user acceptance testing for updates or upgrades to Judiciary and U.S. Treasury financial management systems related to disbursements. Supporting audits, complying with provided by client requests, and assisting with the development and implementation of corrective actions plans.
