Typically, experience of this nature is at the GS-15 or equivalent level in the federal service or its equivalent in the private sector. In addition to the qualifying experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit a written narrative addressing each MTQ separately, not to exceed one (1) page per MTQ. You must fully address each MTQ to be rated for further consideration. MTQ 1 - Knowledge of principles, concepts, and methodologies surrounding both single and multiclass securities transactions. MTQ 2 - Knowledge of market factors which affect securities structures, pricing and trend techniques and tools which enhance opportunities. MTQ 3 - Knowledge of Mortgage-Backed Securities programs, secondary mortgage markets, and US Government housing guaranty programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative addressing each ECQ, not to exceed two (2) pages per ECQ for a total of no more than 10 pages. You must fully address each ECQ to be rated for further consideration. Current or former career SES employees, or OPM/QRB Candidate Development Program (CDP) candidates are not required to address the ECQs. Introduction: The Office of Personnel Management (OPM) has identified five Executive Core Qualifications (ECQs). The ECQs were designed to assess executive experience and potential - not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions - not whether they are the most superior candidates for a particular position. Successful competence in the SES requires competence in each ECQ. Candidates must demonstrate executive experience in all five (5) ECQs. These accomplishments demonstrate the quality and effectiveness of your leadership skills. NOTE: Your responses to the five ECQs must describe the context and the results of your achievements in lay terminology, free of jargon and excessive reliance on acronyms. ECQ 1 - LEADING CHANGE - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. This position is located in the Office of Capital Markets within the Government National Mortgage Association (Ginnie Mae). Ginnie Mae supports expanded affordable housing in America by providing an efficient government-guaranteed secondary market vehicle linking the capital market with federal housing finance markets. The Office of Capital Markets serves as the primary point of contact with the investor and mortgage-backed securities dealer communities. The office directs and manages all capital markets activities and administers the Ginnie Mae Multiclass Securities program, including, but not limited to the Real Estate Mortgage Investment Conduit (REMIC), Platinum Securities, and Callable Trusts, among other programs. Major Duties include: The incumbent is responsible for: Advises and assists Ginnie Mae's President and Executive Vice President on policy and product development, management of business risks, and corporate planning as it relates to the capital markets. Provides supervision and policy guidance in the management of all aspects of the REMIC and other multiclass securities programs; conducts and coordinates the procedures for approving sponsors for multiclass securities. These activities include ensuring that prospective sponsors meet established criteria and standards for entering as well as remaining in the multiclass programs; providing current and prospective sponsors with technical advice and counsel; and the review and execution of instruments and documents necessary for issuance of securities. Directs, conducts and evaluates analyses relevant to Ginnie Mae's securities programs. As such the incumbent manages assessments of the impact of existing and proposed Ginnie Mae securities in the capital market for the purpose of developing and implementing changes to existing securities and policies. As necessary, the incumbent will employ contractors to aid in the conduct of these analyses and manage the deliverables of the contracts. Manages and provides policy guidance to contractors that perform the review and analysis of monthly reports on capital market program activity. Develops and monitors long-range strategic plans and annual business plans for the Ginnie Mae multiclass program, including input to the development of budgets and tracking progress in achieving corporate goals and milestones. Cooperates with other offices in Ginnie Mae to ensure the continued viability of the Mortgage-Backed Securities and Multiclass Securities programs, each identified as a National Essential Function. Develops and recommends adoption of systems to monitor and evaluate performance of the mortgage-backed securities and the Multiclass programs to ensure that the programs support Ginnie Mae's mission. Directs and coordinates the conceptualization and development of new products including the identification of budget and resource implications. Coordinates MBS and multiclass product development with the Office of Program Operations, broker/dealers, investors and other participants, including market research and product marketing. Directs and manages the collection of summary data of all multiclass transactions to satisfy annual reporting requirements to the Congress. As assigned, attends meetings with and/or represents the President of Ginnie Mae and maintains liaison with key officials and executives of the housing and housing finance industries, investment community, housing advocacy groups, members of Congress, and other departments and agencies of the Federal Government, in matters relating to the development of programs and policies.
