Job Description:
The Product Owner position is in the Department of Program Services, Court Services Office (CSO), Operations Division, Case Management Branch. CSO manages court administration and case management resources, programs, and services. The Operations Division provides operational support to appellate, district, and bankruptcy courts and court units.
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in product or project management, business analysis, or user-centered design, and experience in a DevOps/DevSecOps development environment.
The Court Services Office (CSO) is seeking a self-motivated, experienced Program Analyst to serve as a product owner. The Program Analyst represents user needs as the Judiciary builds, supports, enhances, and modernizes its case management systems for appellate, district, and bankruptcy courts. The Program Analyst serves as a liaison between the courts, Agile software development teams, and AO managers. Using user-centered design methods, the incumbent gathers business requirements from various user types and ensures those requirements drive the development of the systems. This position reports to CSO's New Products Section Chief. The ideal candidate must have superior oral and written communication and presentation skills. The duties of the position may include, but are not limited to: Serving as Agile software development product owner for the case management/electronic case filing systems and the case management modernization product. Serving as the product ambassador internally as well as externally across the Judiciary, sharing knowledge, status updates, and providing clarifications as needed. Making informed decisions on product scope and feature prioritization and conducting trade-offs. Clearly and transparently communicating progress, risks, and changes to all stakeholders. Conducting hands-on validation and evaluation of the developed feature and product. Working in partnership with other product owners to ensure seamless communication and collaboration (e.g. discuss inter-team dependencies, risks, and impediments). Staying current with industry trends and best practices to inform product strategy and innovation. Serving as a key member of one or more Agile development teams facilitating the communication of user-centered design requirements and setting and achieving quality standards, conducting usability testing, and advocating for user needs. Communicating user-centered design requirements to decision makers, technologists, and internal and external stakeholders to ensure deliverables are responsive to the needs identified through user research. Overseeing and participating in the development of documentation and artifacts to support system development and maintenance, including feature requirements, user stories, data dictionaries, workflows, and prototypes. Ensuring the Judicial Conference, AO advisory entities, and other stakeholders' interests and recommendations are communicated to the development teams. Assisting courts with implementing changes to case management systems, including developing guidance for clerk's office staff. Participating in meetings with court and AO staff to discuss prioritization of requirements, ongoing development work, and issues raised in the testing of new case management software. Participating in the identification and implementation of agency-wide data governance protocols and policies.
