Job Description:
This position is located in the Bureau of Consular Affairs (CA), Office of the Comptroller (C), Oversight and Data Division (ODD) and reports directly to the ODD Division Chief. CA/C is the primary financial management office for the Bureau, with ODD responsible for the oversight, coordination, and analysis of consular fee collections, financial audits, and management controls for domestic offices and consular overseas operations. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience implementing policies, rules, processes and procedures that will guide the different functions of overall contracting, management and oversight operations; Experience creating strategies for long term program and process forecasting to support policy changes and the budget formulation process; Experience coordinating and managing communications with private contracting firms; and Experience applying quantitative and qualitative analytical techniques There is no substitute of education for specialized experience for the GS-14 position.
Leads a team of management analysts responsible for the development and maintenance of policies, procedures, and tools associated with the Bureau of Consular Affairs' fee collections, management controls, and financial audits.
Leads daily divisional operations, including direct communication with the Division Chief on those operations, and provides input into personnel management functions.
Oversees and provides support on a comprehensive monitoring process, including data automation, for consular fee collections, ensuring that financial discrepancies are addressed and ensuring all financial audit and reporting requirements are met.
Leads the Bureau's efforts on fee modernization, including the use of the Department of Treasury's Pay.gov suite of services, that enable secure collection of funds generated by the global consular fee enterprise.
Responsible for planning and organizing projects, coordinating with staff conducting all phases of the projects, and keeping the supervisor informed of progress and potentially controversial matters.
