This position is located with the Bureau of Indian Affairs, Uintah and Ouray Agency in Fort Duchesne, Utah.. EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ). The following shows the amounts of education and/or experience required to qualify for positions. GS-9: 1 year specialized experience equivalent to at least GS-07 level obtain in either Federal or non-Federal employment OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Specialized Experience: Work experience that provided practical knowledge of crafts such as earthwork, concrete work, metal fabrication, welding, etc., in order to provide technical guidance and oversight to an irrigation operation and maintenance company. Also experience with irrigation systems and their operations and included various types of irrigation methods and equipment, structures, measuring devices, flow meters, etc. and open channel hydraulics and pressure systems in order to identify and prioritize construction and maintenance needs on the irrigation storage, transmission and delivery systems and to schedule and coordinate individual projects. Additionally, experience that demonstrated utilization of computers and irrigation system & maintenance computer software, spreadsheets, word processing, etc. to prepare reports, provide technical oversight and program administration. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Oversee the operation and maintenance of the Irrigation System.
Identify and correct violations to meet policy requirements.
Ensuring compliance with safety and environmental laws and regulations.
Providing technical oversight of complex actions relating to safety and environmental issues.
Participating in preparing written plans and schedules for program operational and maintenance activities.
Incorporating federal, state and local regulatory requirements into program design, implementation and evaluation.
Overseeing a comprehensive maintenance computer system.
Monitoring the progress, completion, and results of maintenance/construction projects.
