Job Description:
This position is located with the Bureau of Indian Affairs, San Carlos Irrigation Project in Coolidge, Arizona. This is a Bargaining Unit position, for more information see What are bargaining units?
Applicants who meet at least one of the following requirements may qualify for the position at the GS-9 level - 1 year of specialized experience equivalent to at least the GS-7 grade level in the Federal government. Examples of such experience may include assisting in research and investigations of new and improved business and management practices; assisting in the development of management and program evaluation plans, procedures, and methodology; assisting in management surveys to determine compliance with regulations, procedures, sound management practices, and effective utilization of staff. Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. A combination of education and specialized experience listed above totaling at least 100%. For example, 9 months of specialized experience (75% of the experience requirement) and 27 hours of graduate study (25% of the education requirement) would qualify an applicant for this position. Applicants who meet at least one of the following requirements may qualify for the position at the GS-11 level - 1 year of specialized experience equivalent to at least the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements, planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters. Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related A combination of education and specialized experience listed above totaling at least 100%. For example, 6 months of specialized experience (50% of the experience requirement) and 2.5 years of graduate study (50% of the education requirement) would qualify an applicant for this position. Provide a wide range of program administrative functions that include planning and management support.
Conducts programmatic, administrative, and operational policies and procedures, provides advisory services on issues of substantial scope and impact throughout the organization.
Analyzing and evaluating (on a quantitative and/or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.
Analyzes statutory mandates, regulatory performance requirements to ascertain requirements applicable to program activities.
Provides oversight pertaining to budget formulation and financial management to ensure program integrity.
Reviews financial reports and resolves discrepancies with the appropriate offices.
