To qualify, you must have the required Experience, Specialized Experience, or Education as outlined below: Experience Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-11: Must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Additionally, must have at least 1-year Specialized Experience equivalent to at least the next lower grade, GS-09. Specialized Experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience providing technical and analytical guidance and support for the design of information technology (IT) networks that interconnect tactical sites through a variety of transmission media, considering the needs of requesting agencies, tactics and doctrine. OR Education Possesses a Ph.D., equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Note: To qualify using education as the basis, you must include a copy of your transcript. Experience Requirements Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk). Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: - Expert knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. - In-depth knowledge of commonly used communications systems, technology, and operations, as well as established methods, procedures, regulations and other guides that relate to a particular area. - Comprehensive knowledge of IT concepts, principles, methods and practices to plan network services that support customers' requirements. - Ability to define problem areas, gather and analyze factual data, and form and communicate conclusions and recommendations. - Knowledge of communications systems and network systems technology and operations, sufficient to plan, manage, integrate, and/or execute communications and network systems, services, or operations needed to satisfy the customer's needs. - Knowledge of network systems design, development, testing, installation, operation, management, and maintenance. - Comprehensive knowledge and skill in applying DoD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc., for the customer. - In-depth knowledge of hardware, software, network operations functions, packet switching, communications protocols, and diagnostic tools to analyze difficult and complex system and end user problems, furnish assistance, and provide resolution. - Skill in relating the facets of the work to the overall network architecture and overall project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration. - Knowledge of the Spectrum Management Program policies and requirements to include use of automated spectrum management software tools. - Knowledge of troubleshooting techniques and data analysis to define problem areas, gather and analyze factual data, and formulate conclusions and recommendations. - Knowledge of system integration planning in relating the facets of the work to the overall network architecture and overall project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs estimates, and identify training concerns. Supervisor Desirables - Ability to plan, organize, and carry out assignments, coordinate work with others, and determine the approach and methodology to be used, keeping the supervisor apprised of potential problems. Clears approaches with the supervisor that may have potential policy impact. - Ability to utilize technical orders, manufacturers' specifications, knowledge of established procedures, and guidance from the communications community. Other guidelines consist of federal, NGB, AF, ANG, and DoD regulations, as well as policies, standards, and objectives that are general in nature. - Knowledge of various communications systems, dissimilar computers, automated processes, and methodologies in designing and engineering data and voice networks carried over multiple transmission systems. Ability to identify and define problems and determine appropriate solutions from many different options. Ability to use a variety of techniques and methods to evaluate alternatives.
Designs and engineers IT networks carried over various transmission systems such as multi-channel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems. Engineers and designs router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through military and commercial multiplexers, and asynchronous transfer mode (ATM). Develops plans for employment of communications systems to support operations in support of training and the deployed warfighter. Plans and designs Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using network planning tools. Determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinates and conducts operational tests and evaluations of designed networks to optimize capabilities. Reviews and analyzes data, makes technical judgments, and prepares decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements. Utilizes a broad knowledge of IT concepts, principles, methods and practices to identify, coordinate, and implement actions required to provide network services that support a requesting agency's requirements. Identifies potential network and transmission deficiencies in planned or current operational networks. Manages frequency assignment and control of operating frequencies. Provides technical guidance and direction for different aspects of radio frequency spectrum analysis to the warfighter. Determines the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Coordinates frequency assignments with DOD, MAJCOM, ANG, base, and unit spectrum managers. Conducts transmission path analysis (path profiling) with various computerized programs. Coordinates with external agencies for satellite and gateway access for IT systems in support of warfighter and training requirements. Determines requirements and requests resources from different agencies to support contingency and/or training networks. Coordinates with supported agencies on IT network requirements. Contacts Defense Information Systems Agency (DISA), Major Commands (MAJCOMs), or other agencies to coordinate operations between aligned units and the Global Information Infrastructure. Represents the organization in conferences or with committees to establish standard methods and operating procedures to accommodate mission requirements. Prepares recommendations concerning the quality, acceptability, and/or need for changes/improvements. Plans, develops and administers operations plans and applicable annexes by developing short and long range procedures to meet mission requirements. Ensures procedures are identified for status reporting for operations. Interprets and applies joint standards when designing IT networks and/or systems to meet mission objectives. Develops, implements and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Responsible for documentation of accomplished training in a timely manner. Utilizes automated training documentation system. Responsible for mobilization readiness of section personnel and equipment. Performs other duties as assigned.
