This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG) Office of Search and Rescue (CG-SAR), Search and Rescue Satellite-Aided Tracking (SARSAT) Division (CG-SAR-3), located in Washington, District of Columbia.
You must meet all three requirements listed below; unless you are covered by an exception: Basic Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver: The senior procurement executive has the discretion to waive any or all of the requirements in 1 above. NOTE: Transcripts must be submitted with your application package. AND To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Utilizing negotiation techniques to meet and deal with representatives from the private sector and with government personnel to procure assigned products or services; and Communicate both orally and in writing to participate in contract negotiations, modifications and/or terminations; and Review requests for the procurement of complex equipment and/or supplies; and Performing in-depth cost or price analysis, including review of cost breakdowns to determine reasonableness. NOTE: Education cannot be substituted for experience at this grade level. You will serve as a Contract Specialist, GS-1102-13 (Direct Hire) and be responsible for providing contract execution, contract administration and contract closeout for the U.S. SARSAT Program as well as Coast Guard officials in Headquarters over a wide spectrum of complex and difficult contractual matter pertaining to the U.S. SARSAT Program. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Acting as the Contracting Officer's Representative (COR) for all matters affecting the USCG and U.S. SARSAT program contract development, execution and maintenance. Serving as the lead negotiator for contract changes that result in contract modifications. Managing all contractual phases of the procurement process from acquisition planning through contract closeout for a wide variety of complex supplies and services. Analyzing price and cost data contained in contractor's proposals to ascertain reasonableness of price. Reviewing program policies and incorporate into existing or new contracts to ensure seamless integration with the USCG SAR mission and the U.S./International Cospas SARSAT program. Coordinating regularly with NASA, NOAA, Department of Air Force, DoD, Homeland Security, and other Federal, state, and local agencies and partners on interagency support and contracting issues related to U.S. SARSAT.
