This National Guard position is for an FINANCIAL MANAGEMENT ANALYST, Position Description Number NGD2513P01 and is part of 114 FW Finance in Sioux Falls, SD. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Enlisted members up to TSgt are eligible to apply. Required AFSC: 6F0X1. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. GENERAL EXPERIENCE: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: One year experience in the knowledge, skills and abiblities (KSAs) listed. All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. Knowledge, Skill, and Abilities (KSAs): Knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. Knowledge of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Skill in preparing reports and in organizing and delivering briefings to managers, and wing leadership to encourage understanding and acceptance of findings and recommendations. Knowledge of and ability to gather, assemble, analyze and prepare both short and long term strategy for presenting, explaining, and documenting budget requests and justifying to management officials. Statement of Difference: The incumbent selected will at least meet the experience and educational requirements for entry at GS-09 PD: NGD2514P01. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal on-the-job training for the position. This allows the individual to gain the required knowledge, experience and skills required for promotion to the full operating level of the Financial Management Analyst at the GS-11 level. The Supervisor and Human Resources Office will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the statement of difference when working under normal supervisory controls prior to allowing the individual to be promoted.

The purpose of this position is plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs. .
