This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), The Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC), Infrastructure Division (ISD), On-Prem Management Services Branch (OMS), Private Cloud Management Section (PRIV), located in Kearneysville, WV.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Facilitate open communications with multiple IT project stakeholders, developing relationships, working across regional boundaries and department lines; Lead integrated teams of Government/ Contractor Staff, Engineers and technicians, resolving complex IT challenges to accomplish program/project scope and goals; Develop requirements for contract performance work statements and statements of objectives for systems, network, performance, or cybersecurity; Develop methods to monitor and measure risk, compliance, and assurance efforts related to IT projects; and Provide architecture and engineering design, peer review, and consultation for large-scale infrastructure services at USCG data centers. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. You will serve as an IT Cybersecurity Specialist (PLCYPLN-INFOSEC) with primary oversight of Command, Control, Communication, Computer, Cyber, and Intelligence (C5I) Systems within the Boundary Protection Security team, where you will be responsible for managing projects and ensuring the delivery of comprehensive end-to-end services to our customers. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Oversee and perform duties associated with System Engineering Life Cycle involving cost, schedule and performance. Provide advice on IT project costs, design concepts, or design changes. Coordinate and manage the overall IT service provided to a customer end-to-end. Develop requirements for IT cyber acquisition of systems and software. Develop methods to monitor and measure IT risk. Provide recommendations for IT System improvements and upgrades. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.
