Job Description:
You will serve as a MANAGER in the Corporate Operations Department (10), Public & Congressional Affairs Division (103) of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band, NT-05 (GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, developing, and implementing internal and external communication strategies to improve effectiveness and efficiency of public affairs programs for an organization. You will serve as the Division Director of Corporate Communications, providing strategic counsel to Division leadership regarding public affairs and congressional affairs matters.
You will effectively manage public affairs and congressional affairs issues for the command.
You will plan, develop and implement internal/external communication strategies to inform and educate key stakeholders including Division employees, Navy and DoD leaders, elected officials, the public and industry regarding the command's mission.
You will set, direct, evaluate and determine the critical aspects of long-range plans, goals and objectives, budgetary and staffing needs, and solutions for these programs.
You will lead/supervise personnel and managing resources to execute core functions including: communication assessment and planning, congressional affairs, command information, public information, news, writing, editing.
You will represent the command on issues of national concern as well as managing information that may be sensitive or controversial.
