Bachelor¿s degree in accounting, finance, or a related field is required AND a minimum of 5 years of accounting experience, with at least 2 years in a managerial role, preferably in a non-profit or government environment. CPA is preferred. Demonstrates strong knowledge of US GAAP accounting principles, including fund accounting, and compliance and experience with period-end closing procedures and financial reporting. Advanced proficiency in accounting software, Oracle Fusion and Microsoft Excel. Strong analytical and problem-solving skills, with the ability to manage multiple tasks and meet deadlines. Detail-oriented with a focus on accuracy and compliance. Excellent verbal and written communication skills and the ability to present financial information clearly to non-financial staff. Strong leadership and team management abilities.
The Accounting Manager is responsible for the managing and overseeing all aspects of the period and year end close process, ensuring financial accuracy, compliance, and timely reporting for Marine Corps Community Services (MCCS), MCRD San Diego, reporting to the MCCS Chief Financial Officer. This role is also responsible for managing Appropriated Funds (APF). Key Responsibilities: 1. Period-End Close & Financial Reporting: o Lead the period-end closing process, ensuring all transactions are accurately recorded in the accounting system. o Prepare, review, and post journal entries related to revenue, expenses, APF, and other financial activities. o Reconcile balance sheet accounts and monitor that all accounts are reconciled by the Shared Services Center (SSC) team to ensure the accuracy of financial statements 2. APF Management & Compliance: o Oversee the proper tracking, allocation, and reporting of APF in accordance with MR and MG requirements and internal policies. o Work closely with Marine and Family Programs, SemperFit and Commercial Rec teams to ensure that all funding sources are accurately tracked, allocated, and reported in compliance with internal policies. o Monitor fund balances and expenditures to ensure that appropriate funds (APF) are available for programs and operations. 3. Internal Controls & Audit Preparation: o Implement and maintain strong internal controls for all financial processes, including monthly close, APF allocation, and reporting. o Assist with the preparation for audits, ensuring that documentation and financial records are well-organized, accurate, and up-to-date. o Coordinate with external and internal auditors during the annual audit process and provide the necessary supporting documentation. 4. Team Management & Collaboration: o Mentor accounting staff and SSC teams to ensure tasks related to period-end close, APF tracking, and financial reporting are completed accurately and on time. o Supervise employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. o Collaborate with program managers and department heads to ensure that financial data is properly allocated and reported. o Provide training and support staff and SSC teams on accounting policies and procedures 5. Process Improvement: o Continuously assess and improve accounting processes, period-end close procedures, and APF management processes to increase efficiency and accuracy. o Recommend improvements and best practices in APF accounting and period-end reporting to leadership. 6. Other Duties: o Stay updated on relevant accounting standards, and reporting requirements. o Participate in the development of budgets and forecasts. o Perform other duties as assigned by senior leadership.
