The FRTIB is looking for a highly qualified and motivated individual to serve as a Records and Information Managment Specialist. This Job Opportunity Announcement (JOA) may be used to fill other Records and Information Managment Specialist, GS-0308-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: Demonstrated technical expertise using advanced knowledge of electronic records management systems and technologies to manage records in accordance with National Archives Records Administration (NARA) regulations and policy. Knowledge of the Controlled Unclassified Information (CUI) program to develop and implement policy and procedures in accordance with NARA Information Security Oversight Office (ISOO) to ensure compliance with federal regulations. Knowledge of SharePoint Online (SPO) and Microsoft Exchange Online to effectively manage Agency information content. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
The major duties of the position are: Use state-of-the-art information technology techniques and modern business management practices to manage Agency records. Work with the Office of Chief Technology Officer (CTO) to build records management functionality into the Agency enterprise architecture. Formulates and oversees the implementation of Agency policy and guidance for recordkeeping in accordance with the Agency's strategic plan; Congressional mandates for all electronic and non-electronic records; National Records and Archives Administration (NARA) regulations; and information management standards. Interacts with the National Archives and Records Administration (NARA) Information Security Oversight Office (ISOO) on matters related to the day to-day operations of FRTIB's CUI Program, including policy development, training efforts, Agency self-inspection programs, information technology changes and other programmatic elements. Provides technical expertise and recommendations to all levels of the Agency on all aspects of records management functions, policies, and requirements; the adequacy of documentation and the creation and management of Agency records; and current or projected operational requirements, issues, legislation, and regulatory matters. Manages the Electronic Records Management Program, Email Management Program, Controlled Unclassified Information Program, and SharePoint Online content. Serves as Contracting Officer Representative (COR).
