Job Description:

The Health System Specialist position is in the Research & Development (R&D) Service at the VA St. Louis Health Care System (VASTLHCS) and serves to provide assistance to the Principal Investigator (PI) in coordinating the recruitment of candidates for clinical trials, clinical interviewing, data collection and data analysis as well as administrative aspects of assigned studies.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements for the 0671 Health System Administration Series: Possess Undergraduate/Graduate Education in the following areas of major study: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and; Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; General Schedule Qualification Standard for Administrative and Management Positions: GS-9 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience is described as: Developing limited policies, procedures, criteria for the administration of the clinical science research program; executing comprehensive record-keeping, and files maintenance and dispositions strategies to ensure compliance with research record keeping requirements; utilizing statistical software for research data analysis and maintaining related database; OR Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; OR Possess equivalent combinations of qualifying education and experience as described above. Applicants may also combine education and experience to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as medical records, instructional material, books, and manuals. No special physical demands are required to perform the work. Major Duties: Ensure the accurate collection and completeness of all project data by research staff. Coordinate study submissions for Principle Investigator(s) to the facility's Institutional Review Board of record. Ensure safety standards and required clinical and human investigation guidelines for the conduct of research with human subjects are followed. Manage the screening and evaluation of candidates for clinical studies. Assist with the analysis of statistical data in accordance with the application of sound scientific design and analytical principles. Train and guide new research project staff on policies and procedures of the service.
