The Social Worker (Program Coordinator) - Whole Health Program Manger serves in a supervisory capacity and has full responsibility for the strategic planning, development, implementation, and ongoing evaluation of Whole Health and Integrated Services.

Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Independent Practice Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Advanced Practice Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series at the GS-12 level or higher in VHA must be licensed or certified by a state to independently practice social work at the advanced practice level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (NOTE: to be equivalent to the GS-12 level, experience must be earned while having an advanced practice license in a U.S. State or Territory.) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations Preferred Experience: Proven experience in developing, implementing, and managing health programs or initiatives. Ability to plan, organize, and coordinate activities within a whole health program. Experience in supervising a team, providing direction, support, and performance evaluations. Experience in leadership roles that involve strategic planning and decision-making. Experience managing budgets, including tracking expenditures and ensuring cost-effective use of resources. Proficiency in collecting, analyzing, and reporting data to evaluate program effectiveness and to inform improvements. Experience in utilizing healthcare data systems and software for record-keeping and reporting. Strong interpersonal skills to collaborate with multidisciplinary teams, stakeholders, and partners. Excellent communication skills, both written and verbal, to articulate program goals, outcomes, and needs. Experience providing direct clinical services to patients, including assessments, counseling, and therapy. Ability to integrate whole health principles into patient care, advocating for a holistic approach to treatment. Experience educating patients about whole health concepts and practices Experience working within an interdisciplinary team to coordinate care and support patient health goals. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. ELP is a multi-facility health care system consisting of a main facility located in El Paso, and several Community Based Outpatient Clinics in El Paso and surrounding areas including a CBOC in Las Cruces. The WHP Coordinator will aim to drive pro-active, patient-driven, and patient centered health care at all sites. The WHP coordinator has technical, professional and administrative responsibility for planning, developing, organizing, staffing, implementing and evaluating a functionally comprehensive Whole Health (WH)Program. The WHP coordinator maintains expertise in and has the ability to consult on a wide range of complementary and integrated health practices and initiatives that include motivational interviewing, mindfulness, stress reduction, movement, community resources and complementary approaches. Provides direct budgetary supervision of WH program and direct supervision to staff hired. Provides leadership and establishes priorities for improvement and opportunities for disseminating and sustaining best practices related to a wide range of complementary and integrative health approaches that are supportive of improved patient outcomes and medical center mission. Maintains contact with VISN and establishes relationships with external local and national community service organizations to support of the mission of VISN, medical center and Whole Health initiatives. Coordinates newly developed program activities with existing activities of other services and departments in the medical center.
