This position serves as a Warehouse Worker located within the Receiving/Distribution area of the Logistics Service in the Veterans Affairs Health Care System performing work that involves receiving, storing, selecting, and shipping general and/or specialized bulk and bin materials and equipment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The screen out for this vacancy is the ability to do the work of a Material Handler without more than normal supervision performing duties such as: collecting, processing, packaging, and preparing for Hazardous Waste, Regulated Medical Waste (RMW), Universal Waste, recycling, and solid waste for temporary storage and disposal; handling day-to-day coordination of the recycling program; maintaining manifests, catalogs, inventory logs and accounts; preparing shipping documents; collecting, removing, and maintaining control of all recyclables and wastes generated in the health care facility. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. PHYSICAL EFFORT: Performs work that requires kneeling, bending, stooping, climbing, and standing on hard surfaces for long periods of time. He/she uses hand-trucks and other types of material handling equipment to move, load, and unload large drums and various size containers from trucks and containment areas. Frequently lifts, moves, carries, and load items and equipment that weigh up to 50 pounds. Incumbent is sometimes required to lift and move items weighing in excess of 50 pounds with the help of weight handling equipment and/or with the assistance of other workers. WORK CONDITIONS: Is frequently exposed to a variety of hazards, ranging from noxious gasses, fumes, chemical vapors, skin irritants, biological hazardous, and caustic and poisonous items in the collection, treatment, and/or containment of hazardous wastes. In some work situations, he/she may have limited exposure to low levels of radioactivity. Works in facilities that are usually well lighted, heated, and ventilated. They also work outside and may be exposed to all kinds of extreme weather conditions while performing their assignments. The work may be dirty and greasy, and exposed to the possibility of cuts, bruises, abrasions, and falls during collection and processing operations. Must follow specific safety procedures and use the appropriate safety equipment including respirators, face shields, safety glasses, protective clothing, gloves, boots, etc. Personal Protective Equipment (PPE) or gear may be required and must be worn when conducting mixing or transferring of waste. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: Dexterity and Safety, Interpret Instructions, Specifications (other than blueprint reading), Materials, Technical Practices, Without more than normal supervision, and Work Practices Preferred Experience: Ideal candidate has experience in warehouse operations, logistics, and inventory management, ensuring timely task completion based on operational priorities. They should have expertise in storage planning, material handling, and space optimization while ensuring compliance with safety regulations, including OSHA and hazardous materials protocols. Experience coordinating with Engineering for facility updates and collaborating with Property Managers and Inventory Specialist for proper equipment disposition is preferred. Strong leadership in warehouse operations is essential, including resolving workflow conflict overseeing segmented storage areas, and managing special projects such as automation transitions or major relocations. Proficiency in schedules, safety standards, and regulatory requirements is also desired.
Major duties and responsibilities include: Works in the Receiving/Distribution area of Logistics located in the warehouse. Receives incoming shipments and checks the items against the electronic purchase orders and other related documentation to verify correctness prior to completing the receiving process. Records, annotates, and forwards all appropriate information in accordance with current procedures and notes discrepancies such as shortages and damages while ensuring all are resolved in a timely manner. Maintains the flow of the warehouse by moving, delivering, shelving, storing and inventorying materials and equipment per appropriate procedure. Handles delivering and warehousing materials including hazardous, flammable, and temperature sensitive products. Places items appropriately on shelving, pallets on bins so as to ensure adequate safeguards and access. Ensures product and shelving are marked with corresponding ID numbers. Ensures items are pulled using the First In First out (FIFO) method. Maintains spreadsheets; works within responsible area to rotate stock, check for outdates, and maintains the appropriate safeguards and temperature controls. Works with the Warehouse supervisor and Equipment Inventory Management Specialists to ensure the appropriate disposition of equipment. Works with the Inventory Management Specialists to ensure timely stocking of primaries, participating in a variety of inventories and communicating discrepancies as appropriate. Handles direct issue products and ensures each are processed out in a timely fashion, with special attention given to time sensitive and emergency requests; any failed delivery or product not delivered timely should have corresponding documentation, signatures may be required per request of cardholder or current procedures. Makes off-site deliveries in motor vehicles typically with a gross weight not exceeding 26000 Gross Vehicle Weight Rating (GVWR). Prepares authorized materials for shipment both small package and bulk; ensures that all items are packages or palletized correctly to prevent damage; ensures labeling and shipping documents are in order. Maintains warehouse in a neat, clean, and orderly manner; works with Warehouse Supervisor to plan space layout and make changes according to need. Sorts and delivers incoming mail, picking up intra-office and processing outgoing mail, supporting the mail center with off campus deliveries, understanding, and adhering to all facility and federal postal regulations. Loads and secures supplies, materials, and equipment for both on and off-site deliveries, ensuring items are transported safely to prevent damage, with special attention given to hazardous and oversized loads. Operates and maintains a variety of powered industrial vehicles, including powered hand trucks, forklifts, and other vehicles. Adheres to all Occupational Safety and Health Administration (OSHA) operating and safety standards. As needed, works in the distribution area, with duties which include but are not limited to: electronically receiving items into inventory, scanning floor stock, picking and filling orders, putting and stocking shelves in primary and secondary inventory points in a clean/sterile environment. Performs other duties as assigned.
