This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Previous managerial or supervisory experience. Two or more years as an independent clinical provider. Familiarity with the BHIP model of care. Facility experience with clinic builds and grid management. The MHC Program Manager will function within the framework of established regulations and guidelines of the Mental Health Service and will be subordinate to the Psychiatry Discipline Lead for Mental Health Service, and then ultimately to the Associate Chief of Staff for Mental Health. This employee will be expected to function with a high degree of professional autonomy but to seek consultation when necessary. Regular meetings with all supervisory staff is a requirement. This position will also directly supervise an interdisciplinary team including the clinic Nurse Manager and the MHC Psychotherapy Program Manager. The incumbent may also supervise psychiatrists and APRN's working in the Mental Health Clinic. Included in that responsibility is the analyzing and evaluating of professional and technical competency of staff assigned to the Program Manager. In addition, the MHC Program Manager is responsible for planning and providing staff development and training to address identified deficiencies and to maintain and enhance skills. Additional duties and responsibilities are but not limited to the following: The MHC Program Manager oversees all clinical operations and is responsible for the organization, direction, and management of the Mental Health Clinic. Administration of the Mental Health Clinic includes scheduling and running a monthly staff meeting and keeping minutes. The incumbent maintains the emergency psychiatrist schedule for the MHC and coordinates reassignment of scheduled intake patients if a psychiatrist has called in sick. The MHC Program Manager is responsible for maintaining access and general clinic flow. Patient complaints about care received in the Mental Health Clinic are ultimately the responsibility of the MHC Program Manager, including regularly responding to PATS, Congressional, and other complaints. The MHC Program Manager is responsible for a variety of performance measures. The Program Manager, or their designee, is responsible for attending the MHS Supervisors meeting monthly and providing updates to other supervisors as needed. Responsible for maintaining readiness for inspections and accreditation activities. The MHC Program Manager serves on other facility and Mental Health Service committees as needed. The MHC Program Manager will respond to Action Items as directed by MHS and facility leadership. The MHC Program Manager is expected to work closely with other members of leadership, particularly PCMHI, CBOC Mental Health Program Manager, and the Inpatient Psychiatry Chief, serving as a liaison and to maintain adequate access to services and adequate coverage of mental health services in a variety of settings. The MHC Program Manager maintains a close working relationship with Quality Management. Approximately 50% of this employee's time will be considered clinical, though this may vary depending on other demands/staffing. The incumbent provides services as expected of an outpatient Psychiatrist. The incumbent functions as a member of a BHIP team providing psychiatric services including, but not limited to assessment, psychopharmacological interventions, psychotherapy, and any specialty services as appropriate to the qualifications of the incumbent.
