Job Description:

Facilities & Engineering Services (AJW-2) is responsible for the safe and effective lifecycle management of the facilities infrastructure of the National Airspace System (NAS). This position is in the Air Traffic Organization (ATO), Technical Operations Services (AJW), Facilities and Engineering Services (F&ES) Directorate, Facilities & Security Services Group (AJW-2400).
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience in Facility Sustainment design, construction management and or program management. Quality Ranking Factors (QRFs): In addition to the above, this position also has Quality Ranking Factors (QRFs). While this experience is not mandatory, applicants possessing this experience will be placed in a Well-Qualified category and referred to the selecting official. [NOTE: For proper consideration, applicants are encouraged to be specific in demonstrating this experience.] Experience with managing projects in and the operation of critical NAS Facilities, especially Terminal ATCT and TRACON facilities. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. Provides technical support and coordination of highly complex and challenging technical policy and program performance issues relevant to the operations of the National Airspace System (NAS). Represents the program in working with external ATO organizations, other lines of business, the Department of Defense, the Congress, and industry on unique Technical Operations issues including the planning and execution of complex NAS projects. He/she assesses, justifies, and collaborates with multiple organizations on resources, cost, schedule, and risk to large-scale, multi-system facility construction projects throughout the project's life-cycle. Presents briefings to obtain consensus/approval on policies. Applies experience and comprehensive knowledge of engineering concepts and principles to solve complex technical facility construction and system integration problems, such as those that have an impact on multiple national programs. As the principal technical specialist, uses project management skills to manages or coordinates multiple on-going projects that require technical solutions and direction. Utilizes knowledge of NAS policy and procedures and Federal Law/Regulations to develop environmental and aviation safety recommendations and solutions. Possesses an understanding of new technologies and methodologies to solve complex problems and to develop improved technical processes for the organization. Consults with management on the planning and execution of projects to ensure overall service consistency and efficiency within the organization. Develops plans, techniques, and policies to address current or anticipated problems and issues. Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems. Monitors and assesses the effectiveness of internal management controls across the program by reviewing day-to-day operations. Tracks and reports status of technical and managerial initiatives. Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.
