Job Description:

This position serves as the Supervisory MRA (Chief, Health Information Management (HIM)) of Health Administration Service at the Charles George VA Medical Center, Asheville, North Carolina. Supervisory Medical Record Administrators at this grade level are Chiefs of HIM in VA Medical Centers that are the highest complexity level category for VHA facilities, and which are affiliated care health care system with comprehensive research programs and thus warrant an expanded senior leadership team.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. *English Language Proficiency. MRA's must be proficient in spoken and written English in accordance VA HANDBOOK 5005/15,PART II, section D, paragraph 5a, APPENDIX33. Certification Coding Certification through AHIMA or AAPC: Coding Certification. Mastery certification obtained through the American Health 2 Information Management Association (AHIMA) or the American Association of Professional Coders (AAPC). To be acceptable for qualification, the specific certification must represent a comprehensive competency in the occupation. Stand-alone specialty certifications do not meet the definition of mastery level coding certification and are not acceptable for qualifications. Certification titles may change and certifications that meet the definition of mastery level coding certification may be added/removed by the above certifying bodies; however, current mastery level coding certifications include: Certified Coding Specialist (CCS), Certified Coding Specialist (CCS) - Physician-based (CCS-P), Certified Professional Coder (CPC), Certified Outpatient Coder (COC), and Certified Inpatient Coder (CIC) OR HIM Certification through AHIMA: Higher-level health information management certification is limited to certification obtained through AHIMA. To be acceptable for qualifications, the specific certification must represent a comprehensive competency in the occupation. Certification titles may change and certifications that meet the definition of HIM certification may be added/removed by the above certifying body; however, current HIM certifications include Registered Health Information Technician (RHIT) and Registered Health Information Administrator (RHIA). OR Health Data Analyst Certification through AHIMA : This is limited to certification obtained through AHIMA. To be acceptable for qualifications, the specific certification must certify mastery in health data analysis. Certification titles may change and certifications that meet the definition of health data analyst certification may be added/removed by the above certifying body; however, current health data analyst certification includes Certified Health Data Analyst (CHDA) NOTE. HIMs Certification is required for all positions above the full performance level May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: At least 1 year of experience comparable to the next lower grade level (GS-12) that demonstrates the following KSA's. 1. Ability to identify, define, and resolve managerial, administrative, and computerized medical record problems associated with unique, underdeveloped, and controversial aspects of medical record management. 2. Skill in developing new policies and procedures for administering electronic medical record programs in order to improve program effectiveness and/or apply newly developed programs or theories to problems that require new approaches. 3. Ability to understand computerized patient record data systems that are meaningful to the medical center as a whole. 4. Ability to teach new and continuing users in electronic health record and health data systems as appropriate to the current assignment. 5. If supervisory, ability to manage assigned resources. 6. If the position is supervisory in nature, the ability to provide the full range of supervisory duties which would include assignment of work; completing performance evaluations; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions Preferred Experience: HIMS or Coding Certification, Formal HIMS or Coding Training, Experience as a Medical Records Administrator or Medical Records Technician, Experience in Health Information Management Technical Career Field Program. Duties include but are not limited to:·Responsible for the health record coding program and assures that the facility fully accounts for workloads in a timely, accurate manner. ·Provide detailed technical expertise in health records science and other technical aspects of health information.·Maintains all health information input into the local VistA database. ·Serves on a multidisciplinary revenue team. ·Provides expertise on billing actions to improve collections. ·Responsible for generating revenue to the institution via the budget process and through billing of third party payers. ·Recommends improvements in documentation systems used to provide patient care. ·Key advisor to the Chief of Staff, Executive Management, and clinicians. ·Provides technical guidance on health information issues. ·Completes internal quality assurance reviews. ·Member of the QI team, works closely with QI personnel, and is responsible for assuring that the facility is in compliance with all Joint Commission standards regarding health information. ·Responsible for assuring that all patients have a complete record of their medical care at the facility. ·Responsible for leading the automation of all health information systems. ·Conducts training programs in health record science, medical terminology, health record documentation, and medico-legal matters. ·Coordinates health information training for medical school students and residents to achieve conformance. ·Provides direct support to Regional Counsel. ·Supervises all personnel working within the Health Information Program. ·Responsible for directing the operations of all personnel working within the Health information program. ·Performs the administrative and personnel management functions.
