Job Description:

This position is located at the Kayenta Service Unit (KSU), Division of Clinical Services, Kayenta, AZ. The primary purpose of this position is to serve as the Clinical Director of the Division of Clinical Services at the Kayenta Health Center (KHC) and across the medical facility sites of the KSU. Incumbent reports to the Chief Executive Officer.

BASIC REQUIREMENT(S): Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: directing and managing a complex health care delivery system; determining objectives, setting priorities, and delegating work; accomplishing and maintaining accreditation/certification standards, integrating and coordinating medical services with other departments; leading and supervising physicians, mid-level providers, allied health providers, administrative and technical personnel; working with tribal governments in planning and implementing health care programs and services; anticipating and meeting the needs of both internal and external customers; delivering high-quality clinical services and continuous improvement of these services. SELECTIVE FACTOR (SF): The SF is determined to be essential to perform the duties and responsibilities of the position. Applicants who do not meet a SF will be ineligible for selection consideration. Applicants who do not meet a selective factor are ineligible for further consideration: Board Certified (ABMS or NBPAS) in the specialty to which the applicant is applying, or Residency Diploma/Certificate from an accredited residency program indicating successful completion within the past three (3) years, or If three or more years from the completion of an accredited residency, the applicant must show that they are actively pursuing Board Certification of the Board in the specialty to which the applicant is applying. Board Certification in Specialty of position applied for: Applicant acknowledges responsibility to provide verification of an active and valid certification standing; OR if a lapse in board certification or completed an accredited residency program (in excess of 3 years) applicant must provide verification of active pursuit to become board certified with an American Board of Medical Specialties (ABMS) member board. Failure to provide verification documentation may result in the withdrawal of an employment offer, up to disciplinary and/or adverse action to include termination of Federal employment. The incumbent: Exercises overall supervisory responsibility and accountability for the planning, development, organization, integration, and evaluation of clinical services for the Service Unit. Collaborates and coordinates with the heads of other departments to initiate collaborative teamwork, communication, and foster working relationships. Advises the CEO on requirements or problems existing between clinical services and other activities and develops and implements corrective actions as appropriate. Reports on progress and resolution of problems in achieving objectives. Works on a day-to-day basis with the Chief Executive Officer (CEO), Chief Nurse Executive (CNE), Director of Quality Management (DQM), Administrative Officer (AO), HPDP Coordinator, and IHHC Health Systems Administrator (HSA), and other key staff members with the responsibility of fully participating in top management discussions, decisions, policy making, and sharing full accountability in management actions. Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain all appropriate information related to each case. Makes preliminary diagnosis, directs, prescribes, or provides treatment, or arranges for specialized care or patient referral as required. Responds to acute emergency interventions, working closely in consultation with members of other medical departments as deemed appropriate by the clinical problem. Works with allied health professionals, i.e. Community Health, Navajo Nation Public Health Nurse(s), Counseling Services, Licensed Medical Social Services, Health Educators, etc., in the management of the patient's medical, psychological, and social problems.
