Job Description:

This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Architecture and Standards Branch (ASB), Test Evaluation and Validation Section (TEV) located in Portsmouth, Virginia.
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Applying knowledge of systems testing and evaluation methods to design and execute comprehensive assessments that identify performance, security, and functionality issues; Implementing Test & Evaluation processes for project managers ensuring effective understanding of testing methodologies; Determining the appropriate level of test rigor for a given system by analyzing system complexity, risk factors, and operational requirements to ensure accurate and reliable evaluation results; Conducting systems integration testing to verify seamless interaction between hardware, software, and network components in accordance with system design requirements; Collecting, verifying, and validating test data through systematic observation and documentation to ensure data accuracy and integrity; and Translating data and test results into evaluative conclusions by analyzing findings, identifying trends, and presenting actionable recommendations to stakeholders. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. NOTE: Education cannot be substituted for experience at this grade level. You will serve as an IT Cybersecurity Specialist (INFOSEC) and be responsible for managing information technology projects. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing comprehensive test plans and procedures to evaluate system functionality, security controls, and performance in accordance with federal cybersecurity standards. Conducting thorough system testing activities, including functional, performance, and security assessments, to identify vulnerabilities and ensure operational readiness. Analyzing test results and system performance data to identify deviations from expected outcomes and recommend corrective actions to improve system security and efficiency. Coordinating with system developers, engineers, and security personnel to plan, execute, and document system evaluations that meet agency requirements. Preparing detailed technical reports that document test methodologies, findings, and recommendations to inform risk management decisions and system authorizations. Validating the implementation and effectiveness of security controls by performing security assessments and penetration tests to ensure compliance with established cybersecurity frameworks. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.
