GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing complex technical and advisory human resources (HR) services by researching, evaluating, and interpreting federal HR laws, regulations, policies, and practices and providing management with flexible alternatives for problem resolution pertaining to staffing and recruitment strategies, position classification, and/or strategic workforce planning to deliver effective HR services to customers. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing routine human resources (HR) services by analyzing federal HR laws, regulations, policies, and practices to advise managers on procedural and regulatory requirements related to staffing and recommend recruitment methods and solutions for a variety of HR issues. You will advise managers on multiple human resources functions (e.g., recruitment/staffing, pay setting, reduction-in-force, position management, workforce shaping).
You will develop new methods or processes to improve human resources services.
You will implement human resources policy guidance across different functions (e.g., recruitment, benefits).
You will collaborate with hiring managers to identify the most effective approach to filling a vacancy (e.g., reassignment, reinstatement, priority placement, promotions, new appointments).
You will collaborate with management to determine position management concerns (e.g., alignment, supervisor-to-employee ratios, delineation of duties).
You will participate in recruitment efforts (e.g., college recruitment or job fairs) to solicit applications for hard-to-fill positions.
You will conduct analysis and assist activity in developing organizational design, position management and succession planning based on the mission, current staff and future staffing requirements of the activity/command being studied.
You will develop instruction, point papers, briefing papers, memoranda and other correspondence to communicate decisions and/or activity's position on complex and/or controversial personnel issues.
You will provide assistance to junior specialists on the more complex problems that may require interpretation of laws, regulations and policies, or to develop alternative solutions to help management achieve objectives and goals.
