Job Description:

You will serve as an ADMINISTRATIVE/ TECHNICAL SPECIALIST in the Insider Threat, Personnel Security, and Information Security branch of NAVUNSEAWARCENDIV KEYPORT WA as the Insider Threat Program Manager. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-09/10 equivalent) in the federal service or equivalent experience in the private or public sector evaluating or monitoring security systems or programs (e.g., insider threat, personnel security, information security, industrial security, or security training) to ensure the safeguarding of classified information and other government assets within an organization. Your will manage the commands Insider Threat Program IAW OPNAV Instruction 5510.165B - Navy Insider Threat Program.
You will manage security programs in alignment with requirements to include safeguarding information, personnel, fraud, disclosure, or sabotage to include physical, operational, personnel, insider threat, and information security programs.
You will apply expert knowledge in all areas of security, consisting of insider threat, operations security, information security, industrial security, personnel security, and continuity of operations.
You will work with program officials to discuss/negotiate tailored local implementation of new or revised security requirement, and establishes and institutionalizes policy, procedures, and practices.
You will identify deficiencies/potential problems in all areas of security.
You will manage security programs in alignment with Department of Defense (DoD), Department of Navy (DoN), Secretary of the Navy (SECNAV), and Operations Naval (OPNAV) directives for all Naval Undersea Warfare Center (NUWC) Keyport work sites.
You will prepare security program correspondence to keep stakeholders informed of benchmarks.
You will direct enhancements of security systems via modifications and applications of evolving technology; plan and proposal for major agency and interagency security projects; and implementing national level guidance component security programs.
