Job Description:

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Healthcare Experience and Interoperability(OHEI), Division of Measurement, Transformation, & Outreach (DMTO). As a Health Insurance Specialist, GS-0107-14, you will serve as a technical authority providing technical advisory services and staff-level leadership on projects and tasks across CMS that support one or more programs within the OHEI portfolio.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Implementing healthcare policies or programs to support agency initiatives; AND Leading projects or groups to include defining team members' tasks or reviewing work for accuracy; AND Facilitating the use of data, interoperability or data exchanges to support agency polices, operations or programs; AND Providing guidance or technical expertise to staff, internal, or external stakeholders on healthcare related operations, programs, policies, or procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Serves as Contracting Officer Representative (COR), back up, or task leader, managing all phases of the procurement lifecycle appointed/delegated authority by the Contracting Officer within CMS/OAGM.
Serves as an authoritative spokesperson and technical expert, within OHEI and other CMS components, with respect to program activities within OHEI’s purview (e.g., burden reduction, health IT interoperability).
Analyzes new legislation, regulations and policies established at high echelons within the government to determine their effect on CMS internal policies, procedures and operations.
Develops sub-regulatory guidance or contractual enhancements in coordination with various stakeholders to implement program policy, process, or procedure changes.
