Job Description:
Serves as a Medical Technician in the Pathology and Laboratory Medicine Service providing assistance to Medical Technologists, Supervisors and Managers in performing specimen collection, examination, receipt, processing and shipment procedures as well as phlebotomy in an inpatient and outpatient setting at the Bay Pines VA Healthcare System (HCS), that provides acute, intermediate, and long-term care 24 hours a day, seven (7) days a week and on federal holidays.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2025. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. Individual Occupational Requirements: Specialized Experience: For positions at GS-4 and above: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or, (b) Technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR Education and Training: For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. In addition to meeting the English Language Proficiency and the Individual Occupational Requirement, applicants must also meet the specialized experience and/or education as described below: Specialized Experience: Carefully read the following descriptions of the required specialized experience for the position. Your resume must support your response. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-04 grade level in the in the normal line of progression for the occupation in the Federal Service. Example of Specialized service include, but not limited to: Collecting and labeling specimens for the laboratory. Performs standard diagnostic tests or procedures such as venipuncture according to written procedure or directed by the physician or other professional staff. Verifies the accuracy and completeness of requests through the use of computer systems. Following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. Interacts with hospital/clinical staff to correct discrepancies. Receives and relays incoming telephone calls and messages; receives verbal requests for additional tests and verifies specimen availability and accuracy of request. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. Education must have been obtained at an accredited college or university. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education combinations of successfully completed post-high school education and specialized experience, as described above. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to one (1) year of specialized experience. Education must have been obtained at an accredited college or university.. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. The work requires specific physical characteristics and abilities and dexterity needed to perform intricate analytical and technical procedures. Data entry includes patient information, test orders, and other critical data in a computer that may result in physical problems from the effects of repetitive motion and eyestrain. The incumbent must have normal color vision correctable to 20/20. The position may also require assisting geriatric and/or disabled patients. The Medical Technician performs work in a clinical laboratory providing a range of diagnostic functions to include blood-drawing procedures, assisting patients and specimen collection. The incumbent also supports medical and health care professionals in tests and procedures to diagnose and treat medical conditions. Duties include, but may not be limited to the following: Possess extensive knowledge about the specimen requirements for each reference laboratory test, specific to the receiving reference lab. Reviews requests for laboratory testing to verify the accuracy and completeness of lab orders. Reviews specimen labels for completeness to include a minimum of 2 patient identifiers, and phlebotomist initials. Ensures there are initials of 2nd verifier for the collection of Blood Bank specimens used for blood product. Assess specimen integrity for correct tube type; adequate sample volume; correct storage and shipping environment; and ensures specimen samples are free of contaminants. Troubleshoots and resolves specimen label or specimen integrity issues to prevent delays in patient care. Communicates requirements clearly to pathologists, clinicians, nurses, other laboratory personnel, and when necessary, the patient, and patient's family. Enters laboratory orders in the laboratory software systems, performs clerical duties, and possess the ability to assess and/or interpret data and information reflective of geriatric patients. Process patients in all clinical settings, and provides technical advice, review processes, inspect and correct physical safety issues. Knowledge of appropriately package specimens at variable temperature according to Department of Transportation (DOT) and International Air transportation Association (IATA) guidelines. Communicates with patient's care team to resolve lab order discrepancies and/or special needs. Follows the Department of Health and Human Services (DHHS) split specimen collection method protocol.
