Job Description:

This Social Worker Supervisory position is in Primary Care Services at the VA Boston Healthcare Systems located at the Brockton location. This position is a full-time 40 hours per week.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. The actual grade at which an applicant may be selected for this vacancy is GS-12. Physical Requirements: Able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. The incumbent assists in planning, developing, implementing and overseeing all components of care social work services provided in the Preadmission Testing Clinic. Duties include, but are not limited to: Responsible for program evaluation to determine staffing levels and the interview, hiring and selection process. Responsible for ongoing evaluation of workload within the PATC and distribution of work amongst social work subordinates. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Establishes work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Monitors services provided to Veterans receiving social work services in PATC. These monitoring functions may include but are not limited to reviewing consults, coordinating care, monitoring workload, and performance measures of the PATC and the Medical Center. Works with PATC social workers, specialty providers, nursing staff, the Associate Chief, and ancillary services to ensure program issues are addressed in a timely manner. Responsible for the clinical and administrative oversight of the Medical Companion Program. This includes overseeing the associated contract, ensuring compliance and renewal as needed. Assists the Associate Chief in addressing Congressional inquiries and VISN and VA Central Office action items as requested. Works closely with facility care management teams to include Social Work Service, Geriatrics and Extended Care, Nursing Service, Mental Health Service, and Palliative Care. Completes and monitors subordinate completion of required documentation including psychosocial assessments, notes, advanced directives and 1010EC's to ensure compliance. Prepares program reports for the service and Medical Center leadership as needed. Works with program staff to assist with complex psychosocial cases in order to develop appropriate plans of care. Assists in monitoring performance and outcome standards that relate to social work in the PATC setting that promote quality and efficiency of services in coordination with the overall goals of the Medical Center and those of the VISN and VA Central Office. Researches community resources (local, state, and national) that are available to provide continuity of care and to enhance the quality of life of the Veteran. They disseminate information on resources to social workers in the PATC and across the VISN. Identifies unmet needs of the Veterans and their families and works collaboratively with the interdisciplinary team to develop and implement solutions. Assists in developing a data-driven, continuous quality improvement program with established goals and outcomes to evaluate and document the program's effectiveness. Establishes collaborative relationships with physicians, surgeons, nurses, and other disciplines to ensure a team-based approach to care of veterans in the acute care setting. Identifies gaps in services and develops a plan, in consultation with the interdisciplinary team, that will make available the best possible resources in meeting the needs of Veterans. Utilizes technology available to improve program functioning, resource databases and other information as necessary. Provides consultation to other staff on the special needs of the population served. Identifies training/educational needs of social work staff and coordinates trainings for the team as needed. In collaboration with the Associate Chief, organizes and facilitates new employee training and orientation to PATC social work and other duties as assigned Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. Telework: Position is eligible for Telework.
