To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Working in a transportation facility or terminal which involved utilizing Federal, State, and municipal regulations governing the use of maritime vessels to perform duties, promoting the safe and efficient movements of maritime traffic; ensuring that vessel traffic is properly informed, advised, or directed in order to reduce the probability of collisions, rammings, groundings, and ensuing environmental damage and gathering, validating, and analyzing navigational safety information. The following examples of professional maritime experience are desirable: The use and skill in applying nautical charts, tide and current tables; knowledge of a variety of classes of ships and application navigation rules and regulations. Equivalent combinations of education and experience are may also be used to meet qualification requirements. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
This position serves as the U.S. Coast Guard Yard's Port Operations Coordinator, applying a very high level of expertise to day-to-day operations on the waterfront and to the coordination of the many various interrelated services required to maintain the efficiency of industrial operations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Obtaining a Pilot endorsement for the area between the Patapsco River and Curtis Bay in the Chesapeake Bay. Developing a complete understanding of the characteristics and limitations of the USCG Yard's wharfs, piers, shiplift, and barges. Completing 12 successful vessel movements at the Yard using contracted tugs; Patrol Boat, and ATON and Medium Endurance cutters; Dead ship movements and drydocking under observation. Describing security and maintenance of the decommissioned fleet and be prepared to assume these responsibilities. Managing and monitor vessel berth assignments. Qualifying as DHS Contracting Officer Representative II and managing contracts assigned to the Pilot. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.
