This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), C5ISC Cybersecurity Assurance Division (CAD), Risk Management Branch (RMB), Risk Management Section 4 (RMS4) located in Kearneysville, West Virginia.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Supervisory or leadership experience managing and overseeing staff on a day-to-day basis to include assigning and reviewing work as well as evaluating employee performance; Overseeing the mitigation of IT system risk vulnerabilities through various software systems; Overseeing and developing Cybersecurity policies to support organizational Cybersecurity initiatives; and Overseeing or developing Cyber plans to support Cyber operation goals/mission. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. NOTE: Education cannot be substituted for experience at this grade level. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. You will serve as an Supervisory IT Cybersecurity Specialist (INFOSEC) and be responsible for managing information technology projects. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Providing leadership, management, planning, scheduling, and coordination of staff and work assigned to the Section. Supervising and mentoring Information System Security Officers, ensuring that they have the proper training to function at a high level. Providing personnel management to include daily oversight of staff for day-to-day tasking within the Risk Management Framework (RMF), identifying staff performance goals, and preparing performance reviews. Overseeing procedure development, project schedules, and completion of the RMF Authorization process for all assigned C5ISC systems, ensuring that each system obtains and maintains an Authority to Operate (ATO). Delivering weekly accomplishment reports representing the team's activities for Command Staff level briefings. Coordinating and collaborating with partners and stakeholders to ensure quality of process deliverables, and prompt resolution of identified problems, roadblocks, or weaknesses that are impacting efficiency. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.
