The position is located in the Architect of the Capitol, Office of the Executive Director of Facilities Operations, House Office Buildings, Office of the Deputy Executive Director. The incumbent serves as the overseer of Human Resource Operations and House Office Buildings Chief HCMD Liaison overseeing House Office Buildings administrative and support functions.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Performs administrative and technical supervisory functions for subordinates. Assigns work to and evaluates their performance. Manages the organizational unit's budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Assists the Executive Director, Deputy Executive Director and Assistant Superintendents in the performance of assigned duties in rendering service to the Members of Congress, their staffs, and the staff of the Architect of the Capitol. Provide leadership with expert advice on personnel a full suite of personnel matters including but not limited to leave management, performance management, recruitment and staffing and work planning management, employee and labor relations management and succession planning management. The incumbent provides oversight and supervision of staff by assigning, directing, and reviewing the work of employees, evaluating their work performance, awards, quality increases, disciplinary actions, and separations, solving problems related to supervised work, determining material, equipment and facilities needed and explaining management policies and goals to enlist employee support. Incumbent is responsible for the personnel management program for the House Office Buildings, performing or overseeing a full range of human resources requirements. Performs the full range of personnel management and administration and acts as a liaison with Human Capital Management Division concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and agency personnel policies, orders, processes and procedures. The incumbent is responsible for the working relationships between labor and management to ensure the achievement of the House Office Buildings mission. Keeps informed of, supports, and communicates EEO policies, plans and programs to employees. Demonstrates attention to and participation in the Incentive Awards Program. Directs and performs analytical studies focused on work measurement, quality assurance, efficiency, cost effectiveness, and accountability. Advises HOB top management on necessary action to comply with all mandates and performance requirements. Develops budget plans and executes budget management to carry out those personnel spending plans in coordination with jurisdiction Budget Financial Analyst/Asset manager, in accordance with budget requirements and restraints: reviews projected annual personnel budget requirements for various expenditure categories, including payroll, training/development, accommodations; and prepares quarterly spending plans and monthly reconciliation reports reflecting actual expenses. The incumber will be responsible for directly assisting Management identify personnel and materials needs in addition to advising management on discovered personnel problems. The incumbent will be responsible for directly advising of resolutions for all discovered areas of vulnerabilities. The incumbent is also charged with counseling management in developing and maintaining sound organizational structures, methods and procedures with an emphasis on succession planning and reducing agency risk driven from personnel and operational gaps.
