Job Description:
This position is in the Bureau of Administration, Shared Knowledge Services, Information Access Programs Directorate, Litigation and Appeals Office (A/SKS/IAP/LA) is responsible for overseeing and managing records access requests made by the interagency , the public (under the Freedom of Information Act, the Privacy Act, and the mandatory review requirements of E.O. 13526 and successor Orders), Congress, other government agencies, and those that have been made pursuant to judicial process.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Extensive knowledge of information access programs. Ability to effectively communicate with stakeholders. Experience using technical applications such as Word, AdobePro, and FOIAXpress. Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. There is no substitute of education for specialized experience for the GS-13 position.
Establish, maintain and promote Records Management Program for major multi-functional organizations and programs in DOS that are established at the national level.
Develop tools designed to promote effective coordination of decentralized records management operations that ensure the accessibility and security of Departmental information.
Further analyze and integrate IAP program financial, technical, procurement and scheduling information, and evaluate region-wide programs in terms of the achievement of their short and long-range goals and objectives.
Research problems and reviews issues related to the FOIA requests in clarifying the issues and evaluating the need for additional information in response to complex requests made to multi- program offices in the Department.
Serve as regional contact and coordinator for IAP for all FOIA issues that include the critical interpretation of policy relating to the release of Departmental information under the FOIA and Privacy Acts.
